The Prime Minister assessed that the 2025 high school graduation exam is more special than previous years because it is the first year to organize the exam and enroll students at the beginning of the school year according to the new general education program with many innovations. The exam is also held in the context of the whole country implementing the arrangement and organization of the two-level local government apparatus and changes in the arrangement of the inspection agency system.
At the same time, this is also an exam with a larger number of candidates; organized for both students studying under the new general education program and students studying under the old general education program (2006). Meanwhile, the use of high-tech devices to cheat in exams is increasingly sophisticated and complicated.

In order to organize the exam and admission at the primary level safely and seriously, creating high consensus in society, the Prime Minister requested all levels, sectors and localities to focus on synchronously and effectively implementing tasks and solutions to organize the exam and admission at the primary level. Along with that, promote responsibility, closely direct, be specific and thorough in organization and implementation, and create the most favorable conditions for candidates, families and educational institutions.
The Prime Minister also requested that local leaders take responsibility for the organization and assign specific tasks in the spirit of "clear people, clear work, clear responsibility, clear authority, clear time, clear results" in conjunction with the national roadmap for implementing the policy on arranging two-level local governments.
Inspectors of provinces and cities need to urgently develop inspection and examination plans at all stages and steps, especially the stage of assigning responsibilities to participating organizations and individuals.
The Prime Minister assigned the Ministry of Education and Training to preside over and coordinate with ministries, agencies and localities to continue reviewing directive documents and exam organization activities to provide specific and detailed instructions for localities. At the same time, closely monitor and proactively grasp the situation, promptly remove difficulties and obstacles for localities arising in exams and early-level enrollment.
The Ministry of Education and Training needs to carefully review the stages, steps, tasks, and content of the 2025 high school graduation exam to ensure absolute accuracy, safety, and appropriate differentiation.
The Prime Minister also requested the Ministry of Public Security to coordinate with the education sector to organize the exam to ensure security, safety, and consistency, and to strengthen the work of grasping the situation, preventing, detecting, and handling violations of the law related to the exam.
The 2025 high school graduation exam took place on June 26-27 with more than 1.16 million candidates.
The group taking the graduation exam for the first time under the 2018 general education program must take 4 exams, including Math and Literature. In addition, students choose two subjects (Chemistry, Physics, Biology, Geography, History, Economic and Legal Education, Information Technology, Technology and Foreign Language).
In the graduation score calculation formula, exam scores account for 50%; the rest is the grade 10, 11, 12 report card scores (50%) and priority points if any. Compared to before, the report card score increased by 20%.
Candidates taking the old program (2006 program) will take the Literature, Math, Foreign Language exams, and one of two Natural Sciences (Physics, Chemistry, Biology) and Social Sciences (History, Geography, Civic Education).
