Prime Minister requests review of headquarters projects under construction

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 68/CD-TTg dated May 20, 2025, directing ministries, branches and localities to deploy the arrangement and handling of headquarters and facilities when implementing the arrangement of administrative units at all levels.

Accordingly, when reorganizing administrative units at all levels and building a two-level local government organization model, it is necessary to make the most of existing assets.

The Prime Minister requested Ministers, heads of sectors, and Chairmen of People's Committees of provinces and cities to proactively arrange and harmonize housing and land facilities within ministries, central and local agencies to ensure working headquarters for agencies, organizations, and units under their management during the process of reorganizing administrative units at all levels.

The Prime Minister requested that this be completed within 03 months from the date the project on restructuring the apparatus and administrative units is approved.

At the same time, organize a review and evaluation of existing headquarters buildings under management to rearrange, allocate, and use them for the right objects and purposes; prioritize arrangement and allocation for healthcare,education , and community culture.

Have plans and strategies to manage and immediately handle unused, ineffectively used, and improperly used offices in accordance with the law on state budget and public assets, to prevent loss and waste of state assets.

In particular, the Prime Minister directed the organization to inspect, review and evaluate construction works and projects of headquarters under construction to consider and take measures to handle each specific case according to authority and legal regulations;

Review and implement technical suspension procedures for items that cannot be continued to be implemented in order to organize acceptance, handover, put into use and final payment according to regulations. Absolutely do not waste state budget or cause complaints.

In addition, the Prime Minister also directed agencies, organizations and units to review and fully and accurately inventory existing cars and assets as a basis for handover and develop plans to handle surplus assets, preventing loss of state assets.
