The Lao Cai - Vinh Yen 500kV Transmission Line Project is a national key project that has been approved for investment by the Prime Minister. This is a 500kV double-circuit transmission line with a total length of 229.5km, with a total of 468 pole foundation locations. The project passes through four provinces: Lao Cai, Yen Bai, Phu Tho and Vinh Phuc, starting at the Lao Cai 500kV station and ending at the Vinh Yen 500kV station. After being put into operation, the transmission line will release about 2,000MW from hydropower plants in the Northwest region and neighboring provinces to the national grid and increase the ability to import electricity. At the same time, it will create a strong connection between regions in the power system; improve the ability to operate safely and stably for the national power system; reduce power loss in the transmission grid; increase the efficiency of EVN's electricity production and business.

According to EVN's report, as of May 19, the Lao Cai - Vinh Yen 500kV transmission line project has completed the handover of 468/468 pole foundation locations; the new line corridor has handed over 2/242 anchorage spaces. According to the plan, by June 2025, the foundation excavation will be completed. By July 2025, the pole erection will be completed; the laying of conductors, lightning protection wires, and optical cables will be carried out from May 2025 to August 2025; acceptance, energization and operation will be conducted before August 31, 2025.

The route passing through Yen Bai province is about 90 km long, with 173 column foundations. Up to now, the construction contractor has handed over the foundation sites to 173/173 foundation sites, of which Luc Yen district has 82/82 foundation sites; Yen Binh district has 91/91 foundation sites; appraisal and confirmation of the survey and cadastral map adjustment plot, the part affected by the power line corridor in 10/10 communes in Luc Yen district, 13/13 communes and towns in Yen Binh district; appraisal and confirmation of the survey and cadastral map adjustment plot to recover land for the optical repeater station and optical cable line with a total recovered land area of ​​824.5 m2/824.5 m2.

Regarding the corridor, the inventory of 82/82 column spaces in Luc Yen district and the inventory of 89/91 column spaces in Yen Binh district have been completed. Currently, the construction of column foundations for 155/173 column positions is underway; construction of public roads for 165/173 foundation positions is underway...

At the Conference, local representatives spoke, pointed out difficulties and obstacles in the process of site clearance and project implementation, and proposed and recommended a number of tasks that need to be coordinated in the coming time.

Speaking at the Conference, Vice Chairman of Yen Bai Provincial People's Committee Ngo Hanh Phuc pointed out some difficulties and obstacles in implementing the site clearance work such as: to ensure the construction progress according to the direction of the Prime Minister , currently, the implementation of procedures and processes in the site clearance work is being carried out by the locality in parallel, while completing the documents, so some works have not ensured the prescribed procedures. Along with that, the power line route passing through Yen Bai province is the longest, with a large volume of work; the construction progress of some column foundation locations is slow; some locations where households request support for road loan money is too high...

Regarding the tasks in the coming time, Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc said that Yen Bai province will continue to direct the People's Committees of districts to urgently approve specific land prices and compensation plans for the construction area of ​​column foundations, and organize payments to people; focus on mobilizing human resources to complete the inventory work, prepare and approve compensation plans, and support resettlement for the corridor of the route; organize compensation payments to people and hand over the entire route; continue to direct the People's Committees of communes (forest owners) to speed up the progress of determining prices and plans for handling forest assets, auctioning, exploiting and collecting forest products and handing over the site to investors; continue to propagate and mobilize households to hand over the site for the construction of Quang Lap Station.

To carry out the site clearance work on schedule, Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc requested that the investor arrange sufficient personnel, coordinate with the People's Committees of Luc Yen and Yen Binh districts in the work of site clearance and site clearance; direct the contractors to concentrate human resources, materials, machinery and equipment to construct all the column foundation positions that have been handed over the site, ensuring safety during the project implementation; coordinate and support the People's Committees of the communes to determine the price and asset handling plan, submit to competent authorities for appraisal and approval according to regulations...

Speaking at the conference, Deputy Minister of Industry and Trade Nguyen Hoang Long affirmed: The 500kV Lao Cai - Vinh Yen transmission line project is a key, urgent project, of great significance to transmit the capacity of hydropower plants in the Northwest region and neighboring provinces to the national power system, increasing the ability to operate safely and stably for the power system.

In order to complete the project on schedule, Deputy Minister Nguyen Hoang Long requested that localities continue to closely coordinate with the investor, with high determination to promptly resolve difficulties and problems. For issues beyond their authority, they must immediately report to competent authorities for handling. He also requested that contractors continue to make the greatest efforts, mobilize resources and equipment to speed up the progress, ensuring that the project is completed on schedule as assigned by the Prime Minister.
