Prime Minister requests to strengthen security and order assurance work on the occasion of April 30 and May 1 holidays

The telegram stated: Under the comprehensive, timely, focused and unified leadership of the Party Central Committee, the National Assembly, the Government and the Prime Minister; the participation of the entire political system; the consensus and active participation of the people, the political and social situation has been basically stable in recent times, and social order and safety have been ensured. However, the April 30 and May 1 holidays this year last for 5 days; during this time, many important events taking place across the country to celebrate the 50th anniversary of the Liberation of the South and national reunification, with the participation of many forces and international delegations. Currently, the Party and the State are reforming, rearranging the organization and apparatus, and building a two-level local government. Hostile forces can take advantage of these events to oppose the Party and the State, dividing the great solidarity of our entire nation; In addition, the demand for travel, visiting relatives, tourism, and using services is increasing, potentially posing complex risks to security, social order and safety, criminal offenses, social evils, fire and explosion safety, etc. To serve the people during the holidays and to participate in national events in a joyful, safe, and healthy manner, the Prime Minister requests:

1. Ministries, branches and localities organize forces and means to be on duty regularly, effectively and substantially implement the Prime Minister's directives on ensuring security, order, fire prevention and fighting, focusing on Decision No. 38/QD-TTg dated June 16, 2022 promulgating the Action Program to implement Conclusion No. 15-KL/TW on continuing to implement Directive No. 46-CT/TW dated June 22, 2015 on strengthening the Party's leadership in ensuring security and order in the new situation; Directive No. 01/CT-TTg dated January 3, 2023 on strengthening fire prevention and fighting in the new situation; Telegram No. 29/CD-TTg dated April 3, 2025 on strengthening the prevention and handling of activities using high technology in cyberspace to fraudulently appropriate property...

2. Ministry of Public Security

a) Directly grasp the situation, avoid being passive or surprised; absolutely protect the safety of key targets, projects, important political, economic, cultural, social, and foreign affairs events of the country, activities of Party and State leaders, international delegations; strengthen management of key directions, routes, areas and subjects, promptly detect, prevent, and neutralize terrorist and sabotage activities; proactively prevent, detect, and fight against plots and sabotage activities of hostile forces; be ready with response plans for complicated incidents related to security, social order and safety. Organize reasonable traffic flow at crowded places and gateways to major cities.

b) Concentrate forces and means to attack and suppress all types of crimes, eradicate social evils, especially high-tech crimes, organized gambling, organized illegal drug use, crimes taking advantage of places where commemorative activities take place, tourist destinations, business establishments with conditions on security and order, bus stations, train stations, airports, commercial centers, etc. to ensure a peaceful and happy life for the people.

c) Strengthen propaganda, guidance, and rectification of compliance with regulations on fire prevention and fighting safety, especially at facilities and constructions at risk of fire and explosion when there are large crowds of tourists, attending commemorative activities, and at apartment buildings, multi-storey, multi-apartment individual houses, rental facilities, houses combined with production and business, etc.

3. The Ministry of National Defense shall organize reconnaissance, monitoring, and grasp the situation in cyberspace, promptly take measures to respond to activities affecting national defense and security; strengthen patrols and strictly control border areas, especially trails, openings, forest and mountain areas, rivers, promptly detect, prevent, and strictly handle illegal entry and exit.

4. The Ministry of Culture, Sports and Tourism shall coordinate with the Central Propaganda and Mass Mobilization Commission to direct news agencies, newspapers and media to step up propaganda, disseminate skills, knowledge and laws to ensure security, order, fire prevention and fighting, and social order and safety; closely coordinate with the Ministry of Public Security to proactively detect and prevent bad and toxic information that divides the great national unity bloc on cyberspace.

5. The People's Committees of provinces and centrally run cities direct functional agencies and units to grasp the situation, proactively develop response plans, and resolutely prevent security and order complications; develop and implement plans and strategies to ensure security and order in the area. Strengthen dissemination of knowledge and skills, combine inspection and strict handling of violations of fire and explosion safety, resolutely prevent fires and explosions that cause serious consequences to people and property; mobilize people not to participate in social evils, promptly detect, prevent and strictly handle violations./.
