Establish a working group to implement investment in the road connecting Gia Binh airport with Hanoi capital

Deputy Prime Minister Tran Hong Ha is the Head of the Working Group.

Deputy Heads of the Working Group are: Deputy Minister of Construction Pham Minh Ha (Permanent Deputy Head); Chairman of Hanoi People's Committee Tran Sy Thanh; Chairman of Bac Ninh People's Committee Vuong Quoc Tuan; Deputy Minister of Public Security Nguyen Ngoc Lam.

Members of the Working Group include: Deputy Minister of Finance Do Thanh Trung; Deputy Minister of Agriculture and Environment Le Minh Ngan; Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan; Deputy Head of the Government Office Nguyen Sy Hiep; Deputy Chief of the General Staff of the Vietnam People's Army Lieutenant General Pham Truong Son.

Tasks of the Working Group

The working group is responsible for assisting the Prime Minister in directing, urging, coordinating and harmonizing ministries, branches and localities to resolve tasks related to the implementation of investment projects; regularly monitoring the implementation, inspection and synthesis; promptly resolving and removing difficulties and problems to ensure implementation progress.

In addition, the Working Group will study and propose to the Prime Minister directions, solutions, mechanisms and policies to remove obstacles, mobilize resources, speed up implementation progress; and carry out other specific related tasks as assigned and directed by the Prime Minister.

Principles and working regime of the Working Group

The Decision clearly states that the Working Group is responsible to the Prime Minister for performing the tasks specified in this Decision.

The working group works collectively, promoting the personal responsibility of the leader; members perform tasks part-time and are responsible for assigned tasks.

The Working Group is responsible for reporting to the Prime Minister on the working status of the Working Group and reporting ad hoc at the request of the Prime Minister.

The Deputy Prime Minister - Head of the Working Group uses the Prime Minister's seal when signing directive documents; the Permanent Deputy Head and members of the Working Group use the seal of their ministries and agencies when signing documents to perform assigned tasks.

The Ministry of Construction is the standing body of the Working Group; uses its apparatus to perform the tasks of assisting the Working Group; develops the Working Group's Operating Regulations and submits them to the Head of the Working Group for signature and promulgation; develops work plans and programs; prepares documents, reports and drafts of conclusions of the Working Group's meetings; summarizes and reports on the general activities of the Working Group and performs a number of other tasks assigned by the Head of the Working Group.

At the groundbreaking ceremony of Gia Binh airport phase 1 in December 2024, the Prime Minister requested agencies to research and develop a connecting road between Gia Binh airport and Hanoi capital, and must have a plan for this route by June 2025 at the latest.

On February 23, 2025, Prime Minister Pham Minh Chinh chaired a meeting with relevant ministries, branches and localities on the progress of phase 1 implementation, research and implementation of phase 2 of the Gia Binh airport project (Bac Ninh), construction of a connecting road between the airport and the center of Hanoi and development of a logistics center at this airport.

At the meeting, the Prime Minister emphasized the need to study the route, connection plan, and build the fastest, most direct, most beautiful, and most effective route connecting Gia Binh airport with the center of Hanoi. Requesting to complete this route within a maximum of 2 years, the Prime Minister pointed out that this is also an important project to promote the country's image to international friends and partners, call for investment, and attract tourism.
