The Prime Minister requested the Ministry of Finance to direct and guide localities to arrange state budget according to regulations to organize the implementation of teaching 2 sessions/day.

This requirement is mentioned in Directive No. 17 of Prime Minister Pham Minh Chinh on organizing 2 sessions/day of teaching and organizing summer activities for children and students.

The Directive clearly states that theeducation and training sector still has limitations and shortcomings, with many difficulties in terms of facilities, teachers, and resources, failing to meet the requirements of improving the quality of comprehensive education for high school students, especially in remote areas, ethnic minority areas, and mountainous areas.

In addition, the organization of teaching 2 sessions/day is still inadequate; the management of children and students during the summer has not received proper attention, and there are still situations of unsafety, accidents, and drowning.

To improve the quality of comprehensive education in ethics - intelligence - physical fitness - aesthetics, build a healthy, safe and beneficial educational environment for children and students, meet the requirements of the new preschool and general education program, especially to synchronously and effectively organize 2-session/day teaching and summer activities, the Prime Minister requested Ministers, heads of agencies, Chairmen of People's Committees of provinces and centrally-run cities to focus on directing the good implementation of a number of tasks.

Regarding the organization of teaching 2 sessions/day, the Prime Minister assigned the Ministry of Education and Training to preside over and coordinate with ministries, agencies, and localities to issue documents guiding the teaching of 2 sessions/day, ensuring clear purposes, requirements, objects, content, forms, methods of organization and implementation, results, and competent authorities to effectively implement the general education program.

It is necessary to organize self-study, group study, increase practice, improve the quality of comprehensive education in terms of qualities and abilities; strengthen educational activities in culture, arts, physical education, life skills, STEM education, career education; develop English proficiency, digital competency, AI competency, personal aptitude in culture, arts..., to meet the needs, interests, and aspirations of students; promote socialization to improve the quality of education.

" Direct and promptly guide localities to synchronously deploy solutions, develop plans and roadmaps for organizing 2-session teaching/day in accordance with local realities in terms of facilities, finance and teaching staff; prioritize budget allocation to ensure conditions for organizing 2-session teaching/day ," the directive stated.

The Prime Minister also requested effective implementation of programs and projects to improve facilities for educational institutions, especially in remote areas, areas with difficult or especially difficult socio-economic conditions, border areas, and islands, ensuring fairness in access to education.

The Prime Minister requested the Ministry of Education and Training to urgently complete and submit to competent authorities for approval the National Target Program on modernization and improvement of education and training quality according to regulations; encourage and create conditions for organizations and individuals to participate in socialization to contribute resources, build facilities, and purchase equipment for educational institutions.

The Ministry of Education and Training coordinates with the Ministry of Home Affairs to review, urge and inspect the recruitment of teachers in localities; continue to review and supplement the number of teachers lacking compared to the prescribed norms of the industry; research and have appropriate and effective solutions to overcome the shortage of teachers, ensuring teaching 2 sessions/day.

Also at the request of the head of the Government, the Ministry of Education and Training strengthens supervision, inspection, and evaluation, promptly urges and corrects the inappropriate and ineffective implementation of teaching 2 sessions/day in localities.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Education and Training to inspect and urge localities to recruit teachers according to the assigned payroll, overcome the surplus and shortage of teachers at educational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" but must be suitable to local realities, not waste teacher resources, and meet the requirements of teaching 2 sessions/day.

The Ministry of Finance directs and guides localities to arrange state budget according to regulations to organize the implementation of teaching 2 sessions/day.

The Prime Minister directed the People's Committees of provinces and centrally run cities to be responsible for ensuring conditions to improve the quality of general education, including conditions for implementing two-session teaching/day starting from the 2025-2026 school year at general education institutions in the area.

People's Committees of provinces and centrally-run cities develop plans to implement 2-session teaching/day in accordance with local conditions according to the guidance of the Ministry of Education and Training in the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results".

Localities are also required to have synchronous and effective solutions to properly and sufficiently recruit teachers according to the number of positions assigned by competent authorities, not allowing the situation of having positions but not recruiting; signing teaching contracts to promptly supplement the number of missing teachers according to regulations, not causing a shortage of teachers due to the arrangement and organization of the apparatus, affecting the learning of students.

There is a mechanism to mobilize artists and athletes to teach in schools.

The Prime Minister requested the People's Committees of provinces and centrally-run cities to prioritize local budget allocation and effectively integrate programs, projects and plans to increase investment in facilities, teaching equipment and funding for implementing two-session teaching per day.

"There is a mechanism to mobilize groups of highly specialized human resources, artisans, artists, and professional athletes to participate in organizing educational activities in schools, especially in culture, arts, sports, and life skills; effectively promote local cultural institutions in organizing educational activities," according to the directive.

In addition, localities need to promote socialization, encourage and create conditions for organizations and individuals to contribute and invest resources in education; issue guidance and direction documents so that educational institutions can proactively link with universities, research institutions, vocational training institutions, businesses, organizations and individuals to participate in appropriate educational activities to support the organization of teaching and learning 2 sessions/day to ensure quality, efficiency, publicity and transparency, according to regulations.

Localities also need to strengthen inspection, examination and evaluation of the results of organizing 2-session teaching/day; the use of socialized resources for educational institutions, ensuring educational goals, publicity, transparency and efficiency, not allowing the arrangement of administrative units to affect the direction of educational work in schools.

The Prime Minister thoroughly instructed to have a plan and arrange the surplus facilities of administrative agencies due to the arrangement to supplement facilities and schools for the education and health sectors... so as not to waste the people's money.

In addition, the Prime Minister also requested to ensure that the organization of summer activities for children and students is truly safe, beneficial, and effective; to rectify cases that do not comply with regulations; to strictly handle violations; to create conditions for children and students to have fun, participate in cultural and artistic activities, and practice physical training and life skills during the summer in accordance with the conditions of each locality, and to prevent accidents, injuries, and drowning.
