Promoting large US technology businesses to operate strongly in Vietnam

(PLVN) - The Ministry of Finance is leading a delegation of more than 130 Vietnamese enterprises seeking investment opportunities in the US under the “SelectUSA 2025” Investment Program. Within this framework, leaders of the Ministry of Finance had a meeting with leading US technology enterprises.

Proposing Intel to build research and development center in Vietnam

Deputy Minister of Finance Cao Anh Tuan recently had a working session with Ms. Sarah Kemp - Vice President of Government Affairs of Intel Corporation. At the meeting, Deputy Minister Cao Anh Tuan informed about the activities of the Ministry of Finance delegation and Vietnamese enterprises at the SelectUSA 2025 Conference.

Accordingly, with more than 130 members from more than 100 Vietnamese enterprises attending the Conference, Vietnam became the third largest delegation to attend the 2025 US Investment Summit. This also demonstrates the consistency and commitment of the Vietnamese Government in considering the United States as a comprehensive strategic partner and a leading destination for Vietnamese enterprises, seeking cooperation and investment opportunities in the US market.

Deputy Minister Cao Anh Tuan highly appreciated Intel's commitment to sustainable investment in Vietnam over the past 20 years. Intel Products Vietnam (IPV) is currently the Group's largest semiconductor assembly and testing facility in the world, accounting for more than 50% of Intel's semiconductor chip testing output, contributing more than 90 billion USD in export value since 2010.

The Deputy Minister acknowledged Intel's pioneering role in cooperating with the National Innovation Center (NIC) to implement the "AI for All" program, a breakthrough initiative to popularize artificial intelligence knowledge, contributing to training more than 10,000 high-quality human resources in the semiconductor and AI fields for Vietnam, or the "AI for the public sector" program, an important strategy in implementing e-Government in Vietnam.

At the same time, he said that at the end of 2024, the Government issued Decree 182/2024/ND-CP to establish an Investment Support Fund, which supports enterprises investing in AI technology, high technology, and semiconductor technology. Deputy Minister Tuan suggested that Intel study the mechanisms and preferential policies from Decree 182/2024/ND-CP to form a research and development (R&D) center in Vietnam, especially in Hoa Lac High-Tech Park, towards building Intel's core technology center in Asia in Vietnam.

At the meeting, Ms. Sarah Kemp also expressed her appreciation for the Vietnamese Government in general and the Ministry of Finance in particular, as since 2006, the Government has had special preferential policies for pioneering investors in the high-tech sector. Or the policy recommendations and challenges have been listened to respectfully and seriously considered by different agencies of the Ministry of Finance. These are important premises and foundations for the Group to continue its long-term development orientation in Vietnam.

Vietnam is an important market for Meta.

On the same day, May 13, Mr. Vo Xuan Hoai, Deputy Director of the Center for Innovation and Creativity (NIC) and some members of the Ministry of Finance's Working Group had a working session with Ms. Molly Montgomery - Director of Public Policy, in charge of the US market and colleagues at Meta DC.

At the meeting, Ms. Molly Montgomery assessed that Vietnam is an important market for Meta and is becoming more and more important in the context of many manufacturing plants moving to Vietnam. Meta, NIC and the organization "AI for Vietnam" continue to coordinate to build an open source Vietnamese data set to serve research, development and application of AI. Meta highly appreciated the way Vietnam has proactively responded to issues related to tariffs of the US Government. "For companies with large production networks in Vietnam, the statements and responses of the Vietnamese Government to the US government are important to the policy of continuing to invest and expand investment in Vietnam".

Ms. Molly Montgomery also affirmed that stable and certain policies are prerequisites for foreign investors in Vietnam. However, the world is witnessing many uncertain factors, "in the coming time, many companies like Meta, in addition to committing to maintaining operations in Vietnam or expanding production and business activities in Vietnam or any other country, need to increase exchanges and cooperation between the Government and the Government and between the Government and Meta. "We hope that in the coming time we will have even better activities," said Ms. Molly Montgomery.

Discussing with Meta on tariff issues, Mr. Dang Ngoc Minh, Deputy Director of the Tax Department, asked Meta to promptly supplement information related to Meta's proposal to apply the Double Taxation Avoidance Agreement between Vietnam and Ireland. Mr. Minh also said that for the scale of revenue in the Vietnamese market, Meta needs to quickly research and determine its commercial presence in the Vietnamese market, thereby strengthening policy connections and promoting high-tech investment between Vietnam and the United States, especially in areas such as AI, open data and virtual reality devices.

Discussing further on this issue, Ms. Dao Thanh Huong, Deputy Director of the Foreign Investment Agency, said that Vietnam is currently attracting a large number of direct investors from the United States, including very large partners such as Intel Corporation. Apple, etc. This demonstrates the stability and reliability of Vietnam's policies; regarding the policy orientation to attract FDI, Vietnam has and continues to give priority to investors in the fields of digital technology-innovation-creativity, which are areas in which Meta has strengths; therefore, Vietnam hopes that Meta will soon establish a commercial presence in Vietnam to research and explore investment opportunities and ensure long-term commitment in the Vietnamese market.

Before the discussions of the Working Group, Ms. Molly Montgomery acknowledged and said that there will be specific studies and proposals in the coming time.
