Previously, as reported by Phap Luat Viet Nam newspaper, at around 8:30 a.m. on September 12, 2024, the People's Committee of Cao Son commune, Da Bac district, Hoa Binh province received a report that at Ao Ech hill, Rang hamlet, Cao Son commune, there was an unusual phenomenon with a high risk of landslides.
Through inspection, Cao Son commune authorities verified that at around 9:00 a.m. on September 12, at the frog pond hilltop, Rang hamlet, there was a crack in the ground about 20cm wide and about 100m long.
The crack is located at an 85-degree slope, from the crack to the residential area of Rang hamlet. There are currently 13 households, 35 people living about 300m below the crack.
On September 20, 2024, the Chairman of the People's Committee of Hoa Binh province issued Decision No. 1855/QD-UBND declaring a natural disaster emergency in this area, assigning the People's Committee of Da Bac district to deploy response and remedial measures.
Then, on November 20, 2024, the Chairman of the People's Committee of Da Bac district issued an order to urgently construct the project to stabilize the population of Rang hamlet, Cao Son commune.

Up to now, the project has been completed, accepted and handed over for use, ensuring safety for people.
The announcement of the end of the emergency situation was made after the remedial works were completed. The Chairman of the Provincial People's Committee requested the People's Committee of Da Bac district to continue monitoring the geological developments in the area and promptly have a plan to ensure safety when situations arise.
