(QBĐT) - In order to promote the power of digital technology , digital transformation (DCT) in management and operation activities, effectively perform professional tasks, create strong changes in improving public services, contributing to saving time and costs for people and businesses, in recent times, the Department of Labor, War Invalids and Social Affairs (DOLISA) has actively promoted the implementation of DCT. Thereby, contributing to ensuring social security, improving the material and spiritual life of the people.

After a period of working at Vinh Nguyen Trading and Service Company Limited, due to personal reasons, in September 2023, Ms. Le Thi Hoa (born in 1993) in Bac Nghia ward (Dong Hoi city) had to terminate her labor contract with the company.

While waiting to find a new job, Ms. Hoa went to the Quang Binh Employment Service Center (Department of Labor, Invalids and Social Affairs) to complete the procedures for unemployment benefits. Here, the center staff guided her on how to create an account and follow the steps to log in, submit documents, and complete procedures on the National Public Service Portal (NDPS). It only took her about 10 minutes to complete the application. “So far, I have received full unemployment benefits through my bank account. Everything went very smoothly, from submitting documents to completing procedures and receiving money, helping me save a lot of time,” Ms. Hoa shared.

Ms. Tran Thi Huyen Trang, Head of Unemployment Insurance Department, Quang Binh Employment Service Center said: Receiving and processing online applications on the National Employment Service Center has helped employees save costs and avoid wasting time waiting like submitting applications directly, thereby contributing to promoting the digital transformation process. Employees can submit applications for unemployment benefits online on the National Employment Service Center at home or anywhere and have them processed according to the correct procedure.

From January 1 to May 31, 2024, the center received 1,852 applications for unemployment benefits, of which 1,569 applications were submitted through the National Employment Service Center (accounting for 84.7%) and 1,637 employees were decided to receive monthly unemployment benefits, of which 1,615 received them through bank accounts (accounting for 98.66%).

Identifying digital transformation as a key task, contributing to the construction and development of digital government, digital economy , and digital society according to the province's digital transformation policy and roadmap, in addition to directing the Quang Binh Employment Service Center to promote the reception and settlement of unemployment benefits on the National Employment Service Portal according to the process, the Department of Labor, Invalids and Social Affairs has issued specific plans and programs on the application of information technology (IT) and comprehensive digital transformation.

The Department strengthens the dissemination and synchronous implementation of electronic transactions, digital signatures and IT applications in all activities of the industry; complies with regulations and procedures for receiving, processing, issuing, managing and storing electronic documents on specialized management software; builds level I records for the internal LAN information system (ITS) and sends them to the Department of Information and Communications (MIC) for appraisal and issuance for implementation.

After the assessment, the department will coordinate with the network operator VNPT and the unit specializing in providing and installing network equipment to check the hardware and software, evaluate and manage the unit's information security risks, and ensure network safety and security.

Along with continuing to effectively implement the province's shared software systems, such as: The system for monitoring the implementation of tasks of the Provincial People's Committee, the system for managing documents and work records, the reporting information system, the electronic one-stop shop, handling field feedback, software for receiving citizens and handling complaints and denunciations..., the unit coordinated with the Department of Information and Communications, VNPT Quang Binh to pilot the online public service information system for registration and settlement of online social assistance policies with the Public Service Portal/the provincial electronic one-stop shop information system through the national data integration and sharing platform.

From December 5, 2023 to June 5, 2024, the one-stop department of the Department of Labor, Invalids and Social Affairs at the Provincial Public Administration Service Center received 331 administrative procedure records, of which 270 administrative procedure records were received online, reaching 81.6%. Currently, the Department has 65 administrative procedures that regularly generate records, are received and returned results at the Provincial Public Administration Service Center and 16 administrative procedures are received directly by units under the Department, 132 administrative procedures implementing online public services are approved at 3 levels of government in the management areas.

In addition, based on Directive No. 21/CT-TTg dated November 25, 2022 of the Prime Minister on promoting digital transformation in non-cash social security payments; guidance of the Ministry of Labor, Invalids and Social Affairs and direction of the Provincial People's Committee, the Department has issued many guiding documents and advised the Provincial People's Committee to direct localities, units and relevant agencies to propagate, mobilize, encourage and guide beneficiaries of social security policies from the state budget to receive subsidies in non-cash forms according to the direction of the Government. Up to now, the whole province has paid non-cash social security subsidies to 2,752 people with the accumulated amount since implementation reaching nearly 15 billion VND, including 779 social protection beneficiaries and 1,973 people with meritorious services to the revolution.

Currently, the department is deploying the use of a number of specialized software, such as: Financial management of preferential subsidies for people with meritorious services, management of records and payment of regimes for people with meritorious services to the revolution, management of war invalids, martyrs, martyrs' graves and cemeteries, looking up information on people with meritorious services, and is also digitizing records of people with meritorious services; management of children, poor households, near-poor households, people with disabilities and victims of bombs and mines, subjects at social assistance facilities... The application of IT has helped management and operation work to be carried out with quality and efficiency, saving administrative costs, shortening processes and administrative procedures, transparency of information, creating convenience for people and businesses...

However, in addition to the achieved results, the implementation of digital transformation in the labor, war invalids and social affairs sector still faces many difficulties and obstacles, such as: Computer infrastructure and network connections in some units are still lacking in quantity and weak in configuration and quality. The application of IT and digital technology in specialized departments and units has not paid much attention to data digitization and taking advantage of technology applications to reform and innovate working processes and service methods.

The effectiveness of people and businesses accessing and using online public services is not high. The implementation of non-cash social security benefits payment still faces many difficulties because the majority of beneficiaries are disabled, elderly, have difficulty traveling, are far from the center and the province's payment infrastructure has not met the needs of the beneficiaries. A part of the people, especially poor and near-poor households, do not have the conditions to own and use computers, smartphones and broadband internet connection to access technology, digital services, etc.

“In order for people to increasingly access social services in the most convenient way and promote digital transformation in the social security sector to achieve high efficiency, in the coming time, the Department of Labor, Invalids and Social Affairs will continue to promote propaganda, dissemination, and raise awareness of cadres, employees, businesses and people about the necessity of digital transformation; review and consolidate units, departments, and teams in charge of IT; create conditions for cadres, employees, and workers to fully participate in training courses and foster knowledge of digital transformation and digital skills associated with administrative and public service reform; focus on attracting quality human resources to supplement the team of specialized IT and network information security staff; increase reception, processing, and return of results on the National Public Service; promote the implementation of converting the entire network to the application of new generation internet protocol addresses (IPv6); strengthen the equipment of facilities to ensure the IT system; regularly conduct periodic and ad hoc inspections and assessments. on network safety and security to promptly detect and correct violations...", Deputy Director of the Department of Labor, Invalids and Social Affairs Ho Tan Canh shared.
