At the reception, Minister Luong Tam Quang was pleased to welcome the EU-ABC Delegation and EuroCham to Vietnam on the occasion of the 35th anniversary of the establishment of diplomatic relations between Vietnam and the European Union (November 28, 1990 - November 28, 2025). Minister Luong Tam Quang emphasized that after more than three decades of cooperation, the Vietnam - EU relationship has developed strongly, comprehensively and substantially on the basis of common values, trust and long-term vision, becoming one of the pillars in Vietnam's foreign policy and economic development.
The Minister said that over the past time, the two sides have maintained delegation exchanges at all levels, effectively implemented bilateral cooperation agreements such as the Vietnam - EU Comprehensive Partnership and Cooperation Agreement, the Vietnam - EU Free Trade Agreement (EVFTA), achieving many positive results in the political , economic and social fields.
Minister Luong Tam Quang affirmed that the working session was an important opportunity for the two sides to exchange directions and measures for cooperation to ensure a safe and effective investment environment for businesses; at the same time, build a cooperation mechanism between the Ministry of Public Security and European businesses in areas of mutual interest.
On this occasion, Minister Luong Tam Quang suggested that the two sides increase information exchange to serve the prevention and fight against criminal activities and law violations in general, especially in the fields of economics, trade and investment in Vietnam; focus on coordinating to detect and handle counterfeit, fake and poor quality goods, contributing to protecting the rights and legitimate interests of businesses and consumers.
Minister Luong Tam Quang also requested EU-ABC, EuroCham and European enterprises operating in the fields of cyber security, high-tech production and business to study and organize training courses and grant certificates to the team of cyber security experts of the Vietnamese Ministry of Public Security; and implement investment projects and technology transfer.

EU - ABC, EuroCham and European businesses organize forums to introduce technology to the National Cyber Security Association and state management agencies in the field of cyber security in Vietnam. Research and develop an information exchange mechanism between Vietnamese authorities and European cyber security businesses on threats and common and new forms of cyber attacks.
Minister Luong Tam Quang welcomed the EU - ABC and EuroCham's cooperation with the Ministry of Public Security in researching and organizing meetings on specific topics and fields such as cyber security, helicopters, unmanned aerial vehicles (UAVs), etc., thereby connecting groups of European companies and enterprises with the capacity and need to cooperate with functional units of the Ministry of Public Security, creating conditions for the two sides to have in-depth exchanges and specific surveys on technical requirements and security and safety standards.
Expressing his gratitude to Minister Luong Tam Quang for taking the time to meet him, EU-ABC President Jens Rubbert affirmed that the European business community considers Vietnam an important destination in its development strategy in the ASEAN region and wishes to continue accompanying Vietnam in the coming time.

Mr. Jens Rubbert suggested that the two sides continue to maintain dialogue channels and regular exchanges at both leadership and technical levels; promptly share information, remove obstacles; promote cooperation, investment and trade opportunities between businesses of the two sides, thereby contributing to further deepening the Vietnam - EU comprehensive cooperative partnership in an increasingly practical, effective and sustainable direction.
