Promoting cashless payments in educational institutions

On October 28, the Department of Education and Training sent a document to the People's Committees of communes, wards, special zones, and public service units under the department regarding promoting cashless payments.

Accordingly, the Department of Education and Training requests units and localities to urgently coordinate with credit institutions, payment intermediary organizations and related units to implement the collection of tuition fees, admission fees and other revenues by non-cash payment methods. For personal payment expenses (salaries; wages; salary allowances; student scholarships; bonuses; collective welfare; tuition and study fee exemption and reduction; benefits for students and policy-based workers; social allowances and other payments to individuals), all payments must be made by transfer at the State Treasury where the educational institution receives the state budget or at the commercial bank where the educational institution conducts transactions according to regulations.

QR code scanning is one of four cashless payment methods being implemented in schools.

The Department of Education and Training requires educational institutions to limit the use and implementation of cash expenditures; strictly implement regulations on cash revenue and expenditure management through the State Treasury system; control and determine monthly cash balance limits in accordance with reality; regularly reconcile cash funds, bank deposits, and treasuries in accordance with regulations.
