On the afternoon of March 12, at the Ministry of Education and Training (MOET), Minister Nguyen Kim Son had a meeting with Mr. Shovgi Kamal Oglu Mehdizade, Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to Vietnam.

Vietnam and Azerbaijan officially established diplomatic relations in 1992. During the Soviet period, along with other republics, Azerbaijan trained about 5,000 Vietnamese students. After graduating and returning home, most of the students have used the knowledge and experience they learned in their host country to contribute to the construction and development of Vietnam.
Since the Republic of Azerbaijan declared independence (September 23, 1992),educational cooperation between the two countries has been interrupted and no new cooperation documents have been signed.
Although the two countries have not yet signed a new educational cooperation agreement, Azerbaijan annually maintains a limited number of scholarships under government programs. In addition, bilateral cooperation is still maintained by universities and research institutes of the two countries.

In addition, Vietnam and Azerbaijan maintain the intergovernmental cooperation mechanism through meetings of the Vietnam-Azerbaijan Intergovernmental Committee on Economic, Trade and Scientific and Technical Cooperation (UBLCP). Education is one of the cooperation contents in the joint cooperation program of the two countries' UBLCP.
In order to continue and maintain the traditional cooperative relationship with a long history and effectiveness, the Ministry of Education and Training has sent a diplomatic note to the Embassy of Azerbaijan in Hanoi with the draft Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Republic of Azerbaijan on cooperation in the field of education to submit to domestic agencies for official comments.
At the meeting, Mr. Shovgi Kamal Oglu Mehdizade recalled the long-standing tradition of cooperation between Vietnam and Azerbaijan and expressed his desire to further promote cooperation between the two countries, including in the field of education and training. The Embassy of Azerbaijan in Vietnam and the Ambassador himself always strive to promote this cooperation, especially between higher education institutions of the two countries.

Appreciating the quality of Vietnamese higher education, the Ambassador said that higher education institutions in Azerbaijan are very interested in Vietnam and wish to visit Vietnam so that the two sides can share and learn from each other's experiences.
Thanking the Azerbaijani people for helping Vietnam a lot in the war of national liberation, as well as in building the country, training a large number of Vietnamese students in many different fields, the Minister also thanked the Ambassador for his interest in promoting the friendly relations between the two countries, as well as promoting cooperation in education and training.
The Minister agreed with the Ambassador on the need to promote cooperation between the two countries, especially in education and training, cooperation between the Ministry of Education and Training, universities and increasing student exchange activities. According to the Minister, only by promoting cooperation in education and training can there be a long-term connection between the two countries. Through student exchange, the understanding of the two countries about each other is also enhanced.

The Minister also said that he would pay attention to promoting cooperation between higher education institutions of the two countries, as well as student exchanges. Currently, Vietnam is in great need of high-quality human resources in the fields of engineering and technology. Meanwhile, university training in Azerbaijan has strengths in mechanics, oil and gas, construction, industrial fields, etc. He hoped that the two governments would have both long-term and short-term scholarships for students.
Emphasizing the draft Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Republic of Azerbaijan on cooperation in the field of education, the Minister hoped that the Ambassador would pay attention to promoting the early signing of this Agreement, creating a solid and stable foundation for implementing effective and mutually beneficial forms of cooperation in areas of mutual interest.
