He requested that all citizens, agencies, units, organizations and enterprises need to have specific plans and implement reasonable revenue and expenditure; cadres and party members, especially leaders and managers, must be exemplary and mobilize their families and people to actively participate; all sectors, all professions, all households and all people must promote production and business, improve productivity, quality and efficiency of production and labor, thoroughly practice thrift, and minimize waste of time, money, assets and effort.

The other four focuses are: "Minimizing administrative procedures and compliance costs, creating the greatest convenience for people and businesses...", "...focusing on building a team of officials with the right knowledge, skills, and working attitude to achieve the highest efficiency in each field they are responsible for...", "tightening discipline and order in management and use of finance and budget; practicing thrift, fighting waste...", "creating a legal corridor and resources for the private economy to develop, promoting the spirit of entrepreneurship and innovation in the whole society...".

These are fundamental directions from saving in resource use to unlocking resources and increasing resources for national development.

Synchronously implementing these 5 key points is also creating a breakthrough in building and developing the country in the new era - the era of national development. These are all key issues that the Party and State are implementing. Emphasizing these 5 key points shows that practicing thrift has a core meaning and a great driving force.

The third issue that General Secretary To Lam directed to focus on is building a culture of thrift; making the practice of thrift and anti-waste become "voluntary", "self-conscious", "daily food, water, and clothes".

In particular, the General Secretary requested to research, launch and maintain the annual "National Day of Thrift Practice" to promote and spread the movement of the whole society to raise awareness of thrift practice...

This is a fundamental solution because when saving becomes a culture, it will last forever and become a beauty in every family, becoming a character in every person.

Building a culture of thrift is of great significance because it not only helps save resources, but also contributes to shaping a civilized, sustainably developed society, where people know how to appreciate the value of labor and resources.

The initiative of General Secretary To Lam to organize "National Day of Thrift Practice" is very valuable. A well-organized "National Day of Thrift Practice" will arouse the spirit of community responsibility, spreading the value of thrift to every agency, organization, family and every citizen.
