Strictly and effectively implement the work of combating IUU fishing

On the morning of May 9, Mr. Le Huu Hoang - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee for Combating Illegal, Unreported, and Unregulated Fishing (IUU) chaired a meeting to hear a report on the situation and results of the work to combat IUU fishing until April 2025.

Determined to contribute to the whole country in overcoming the European Commission's (EC) IUU "yellow card" warning, the province has directed the implementation of many strong measures and achieved positive results. Since the beginning of the year, the whole province has had no fishing vessels violating foreign waters. A total of 3,414 fishing vessels have been registered and fully updated on the Vnfishbase system; 100% of qualified vessels have been marked and registered according to regulations. Of the 630 fishing vessels with a length of 15m or more, 628 have been equipped with voyage monitoring equipment, and 602 have been granted food safety and hygiene certificates.

The representative offices for inspection, examination and control of fisheries have coordinated to control 1,689 ships leaving the port, 1,512 ships arriving at the port, with an output of more than 5,956 tons of seafood through the port. At the same time, the authorities have issued 112 certificates of raw materials for exploited aquatic products (equivalent to nearly 2,699 tons), and certificates of origin of aquatic products for 98 shipments (more than 1,050 tons). Khanh Hoa is a pioneer in implementing the electronic traceability system (eCDT), strengthening the supervision of seafood processing and exporting enterprises. IUU violations are strictly handled, since the beginning of the year, 4 cases have been fined with a total amount of 20 million VND. However, there are currently 4 ships in the group at high risk of IUU violations; 126 ships regularly change fishing grounds to operate outside the province; 22 fishing vessels have lost connection to the journey monitoring device.

Speaking at the direction, Standing Vice Chairman of the Provincial People's Committee Le Huu Hoang requested departments, branches, and People's Committees of coastal localities to continue to be highly determined and effectively carry out tasks to combat IUU fishing; proactively prepare to work with the EC Inspection Delegation scheduled to visit Vietnam in October 2025. The Department of Agriculture and Environment urgently consulted on plans and assigned specific tasks to relevant agencies to deploy a peak period to effectively handle the EC's recommendations.

People's Committees of districts, towns and cities direct communes and wards to strictly control shipbuilding and repair facilities; absolutely do not allow the emergence of "3 no" fishing vessels; assign grassroots officials to closely monitor each fishing vessel, require ship owners to fully carry out procedures for extending registration, inspection, exploitation license, installing and maintaining voyage monitoring signals; regularly grasp information about ships operating outside the province for damaged, dismantled, transferred ships to other places to guide ship owners to carry out procedures for deregistration, name change according to regulations...
