This is one of the practical activities to implement Resolution 68-NQ/TW of the Politburo on private economic development and Decision 3389/QD-BTC of the Ministry of Finance approving the Project on converting tax management models and methods when abolishing lump-sum tax for business households.
Attending the ceremony were Mr. Nguyen Dinh Duc - Head of Ninh Binh Provincial Tax Department and Mr. Le Hong Quang - General Director of MISA Joint Stock Company, along with representatives of departments, local tax departments and MISA team implementing support for local business households.
Coordinated support for 77,000 business households in the transition period
Currently, Ninh Binh Provincial Tax Department is managing 77,000 business households, of which over 66,000 business households need to convert from lump-sum tax to tax declaration before January 1, 2026.
According to the agreement, Ninh Binh Provincial Tax Department and MISA will coordinate to disseminate tax policies, train and support business households in using electronic invoices (including electronic invoices with tax authority codes and electronic invoices generated from cash registers). The two sides will simultaneously establish a support channel to provide advice and guidance on registration, declaration, and electronic invoice creation, ensuring that business households grasp the new regulations and implement them correctly, fully, and conveniently. At the same time, the two sides will coordinate to establish a channel to receive information, provide technical support, and promptly answer questions for business households in the province.
In addition, MISA will send personnel to coordinate with 12 tax agencies, accompany tax officers to "hold hands and guide", directly support each business household in the conversion process. Ninh Binh Tax will also coordinate with MISA to organize conferences and training courses to disseminate new tax policies and introduce technology solutions to serve tax management and declaration.
Speaking at the cooperation ceremony, Mr. Nguyen Dinh Duc - Head of Ninh Binh Provincial Tax Department emphasized: "Cooperation with MISA helps Ninh Binh Tax Department have more resources to accompany and directly support business households in the process of converting to tax declaration, ensuring progress and effectiveness in implementing the policy of abolishing lump-sum tax".
Mr. Le Hong Quang - General Director of MISA affirmed: "MISA is committed to mobilizing maximum human resources and technology to accompany the Tax Department to support business households in Ninh Binh province to master digital tools in management, tax declaration as well as have support policies to help business households access software easily. We believe that with the drastic participation of the Tax Department and the companionship of solution providers, it will help business households easily declare - pay taxes - manage business activities to confidently adapt in the digital age".
Immediately after the cooperation ceremony, Ninh Binh Provincial Tax and MISA directly supported business households in markets, streets and key areas of the province. Here, tax officers and MISA specialists "held hands and guided" business households in using sales software, creating electronic invoices and declaring taxes in accordance with regulations. This activity demonstrated the drastic participation and real cooperation of both sides in helping business households switch to a more transparent and modern method of tax management and payment.
Free MISA eShop solution to support businesses in digital transformation
Within the framework of cooperation, MISA has launched a program to give away 3 months of free use of MISA eShop software to business households in Ninh Binh that are converting from lump-sum tax to tax declaration. MISA eShop is a "6 in 1" solution developed by MISA Joint Stock Company, fully integrating the following operations: sales - invoice issuance - tax declaration - digital signature - tax payment via Mtax portal - electronic accounting books.
Each software package includes 5,000 electronic invoices, 1 year of digital signature and 3 months of free use of MISA eShop software. With this software, businesses can manage revenue, inventory, debt, create electronic invoices, declare and pay taxes on just one application, helping to save time, costs and ensure compliance with regulations. In particular, the software also integrates electronic accounting books, automatically records revenue - expenses - profits and losses, supporting businesses to form a valid set of accounting books to serve tax management, borrowing capital and expanding business operations. The software also connects directly to the Mtax system, businesses can complete the "Declaration - Sign - Pay" process on just one application.
Comprehensive companionship with business households
In parallel with the software support program, MISA is currently implementing a 60-day peak campaign determined to cover the whole country to accompany business households in switching from lump-sum tax to declaration in the spirit of Decision 3352/QD-CT issued by the Tax Department. With the slogan "Going to every alley, knocking on every door, going to every market stall", thousands of MISA officers are closely following 34 provinces and cities, directly consulting - guiding - handing over free software to help people get acquainted early, declare correctly, pay taxes properly, and be ready before the lump-sum tax is abolished on January 1, 2026.
Previously, MISA announced a program to give free software to 2 million business households converting from lump-sum tax to declaration according to Resolution 68-NQ/TW, receiving strong support from the Tax sector and 34 provincial and municipal Tax Departments.
The cooperation between Ninh Binh Provincial Tax Department and MISA is an important initial step, contributing to promoting digital transformation in local tax management, improving efficiency in serving taxpayers and supporting business households to firmly switch to the tax declaration model, ready for the phase of abolishing lump-sum tax nationwide on January 1, 2026.
