Social insurance, health insurance, unemployment insurance premiums increase according to basic salary

From July 1, the basic salary increased to 1.8 million VND, so the basis for calculating social insurance, health insurance, unemployment insurance, work accident insurance, and occupational disease insurance increased accordingly.

In addition to being used to calculate salary scales, tables, and allowances, the basic salary is also used as a basis for calculating contributions and benefits for social insurance (SI), health insurance (HI), unemployment insurance (UI), and occupational accident and disease insurance for state-owned employees. Many contributions and benefits have increased accordingly when the basic salary is adjusted from 1.49 million to 1.8 million VND from today.

Increase salary for social insurance contribution, contribution ceiling, lowest pension

The salary used as the basis for calculating compulsory social insurance contributions increases according to the basic salary applied to cadres, civil servants, and employees implementing the salary regime prescribed by the State; people working abroad under contracts; people enjoying spouse and husband benefits at Vietnamese representative agencies abroad; full-time managers, full-time secretaries and deputy secretaries of Party committees, full-time union chairmen at wholly state-owned enterprises.

Total compulsory social insurance, health insurance, and unemployment insurance contributions are equal to 10.5% of the salary used as the basis for calculating monthly social insurance contributions, based on a basic salary of 1.8 million VND.

The current law stipulates that the maximum social insurance contribution is 20 times the basic monthly salary. Thus, the maximum contribution increases from VND 29.8 million to VND 36 million.

The lowest monthly pension for workers who have paid social insurance for 20 years or more is equal to the basic salary, which increases to 1.8 million VND instead of 1.49 million VND as before.

The monthly union fee is 1% of the salary used as the basis for social insurance payment, but the maximum union fee is 10% of the basic salary. This maximum payment will increase from 149,000 VND to 180,000 VND.

Increase maximum unemployment benefits

Monthly unemployment benefits are calculated at 60% of the average monthly salary for social insurance contributions of the 6 consecutive months before leaving work, not exceeding 5 times the basic salary for state sector employees.

Thus, the highest unemployment benefit that civil servants and state employees receive is 9 million VND per month instead of 7.45 million VND as before July 1.

Health insurance premium increased by 6,000-14,000 VND

Vietnam Social Security has instructed that cases receiving state budget support or participating as a household from July 1 onwards will pay based on the new basic salary. Those who participated and were issued health insurance cards before the above time do not have to pay additional when the basic salary increases.

The current regulation is that the health insurance premium is equal to 4.5% of the basic salary, pension or unemployment benefit. The premium for employees and the first person in the household will increase from 67,050 VND to 81,000 VND when the basic salary increases from 1.49 million to 1.8 million VND.

For households, the first person pays the same amount as above, which is 81,000 VND. From the second to the fifth person, they pay 70%, 60%, 50%, 40% of the first person's fee, respectively, equivalent to 56,700 VND, 48,600 VND, 40,500 VND and 32,400 VND.

Thus, when the basic salary increases, the health insurance contribution for the first person increases the most, by about 14,000 VND per month, and for the fifth person onwards, it increases by about 6,000 VND per month.

Increase in one-time maternity allowance, death benefit, and funeral expenses

The current law stipulates that female workers who give birth, who are surrogate mothers or have a surrogate mother, or who adopt a child under 6 months old will receive a one-time allowance equal to two months of basic salary in the month of giving birth or adopting a child. This amount will increase from VND2.98 million to VND3.6 million from July 1. If the mother gives birth but does not pay social insurance or is not eligible for the allowance but the father is eligible, the father will receive a one-time allowance.

The current funeral allowance is calculated at 10 times the basic salary, increasing from 14.9 million to 18 million VND.

The monthly allowance for relatives of each deceased worker is equal to 50% of the basic salary. This amount will increase from VND745,000 to VND900,000 per month. If the relative does not have a direct caregiver, the allowance will be equal to 70% of the basic salary, or VND1.26 million instead of VND1.043 million as before.

By the end of May, the whole country had 17.47 million people participating in social insurance (about 38% of the working-age workforce); nearly 90.7 million people participating in health insurance. Total revenue from social insurance, health insurance, and unemployment insurance is estimated at nearly 178,800 billion VND.
