Tien Giang: Plan to organize exams to promote civil servants from the officer level or equivalent to the specialist level or equivalent; from the specialist level or equivalent to the senior specialist level or equivalent

Pursuant to Decree No. 116/2024/ND-CP dated September 17, 2024 of the Government on amending and supplementing a number of articles of Decree No. 138/2020/ND-CP dated November 27, 2020 regulating the recruitment, use and management of civil servants and Decree No. 06/2023/ND-CP dated February 21, 2023 regulating input quality inspection;

Pursuant to Circular No. 001/2025/TT-BNV dated March 17, 2025 of the Minister of Home Affairs promulgating the Internal Rules and Regulations on recruitment, promotion, and consideration of promotion of civil servants and public employees;

Pursuant to Project No. 196/DA-UBND dated April 22, 2025 of the Provincial People's Committee on organizing exams to promote cadres and civil servants from the rank of officer or equivalent to the rank of specialist or equivalent; from the rank of specialist or equivalent to the rank of senior specialist or equivalent in Tien Giang province in 2025 (hereinafter referred to as civil servant promotion exams);

Pursuant to Decision No. 957/QD-UBND dated April 22, 2025 of the Provincial People's Committee on approving the examination quota for promotion of cadres and civil servants from the officer rank or equivalent to the specialist rank or equivalent; from the specialist rank or equivalent to the senior specialist rank or equivalent in Tien Giang province in 2025.

Tien Giang Provincial People's Committee develops a plan to organize civil servant promotion exams in 2025, with the following contents:

I. PURPOSE

1. Organize civil servant promotion exams to select cadres and civil servants with sufficient capacity, standards and conditions for appointment to higher ranks according to job positions approved by competent authorities. Ensure the civil servant rank structure and assignment and division of tasks within agencies and units.

2. Ensure the legitimate rights and interests of cadres and civil servants; create motivation for cadres and civil servants to continue to strive, improve their qualifications and capacity to perform public duties, successfully complete assigned tasks, contributing to improving the quality and responsibility of cadres and civil servants in Tien Giang province.

II. REQUIREMENTS

1. The organization of civil servant promotion exams must be based on the job position requirements and the missing rank structure of the senior specialist rank and equivalent or lower in each agency and unit approved by competent authorities.

2. Organizing civil servant promotion exams must ensure the principles of competition, objectivity, fairness, publicity, transparency, and compliance with legal regulations.

3. Create favorable conditions for officials and civil servants to participate in exams according to regulations.

III. CONTENT

1. Candidates for promotion exam

Cadres and civil servants as prescribed by the Law on Cadres and Civil Servants 2008 (amended and supplemented in 2019) are working in provincial and district level agencies.

2. Standards and conditions for taking the promotion exam

a) Being classified as having completed the task well or better in the working year immediately preceding the year of taking the promotion exam; having good political qualities and ethics; not being subject to disciplinary action, not being subject to the implementation of regulations related to discipline specified in Article 82 of the Law on Cadres and Civil Servants as amended and supplemented in Clause 17, Article 1 of the Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants and the Law on Public Employees;

b) Have the capacity, professional qualifications and skills to take on a job position corresponding to a higher civil servant rank than the current civil servant rank in the same professional field;

c) Meet the requirements for diplomas, certificates and other requirements for professional and technical standards of the exam category;

In case a civil servant has a professional graduation certificate with output standards in foreign languages ​​or information technology according to regulations that correspond to the requirements of the exam category, he/she must meet the requirements on foreign languages ​​and information technology standards of the exam category.

In case civil servants are exempted from taking foreign language or computer science exams as prescribed in Clause 6 and Clause 7, Article 37 of this Decree, they must meet the foreign language and computer science standards of the exam category.

d) Meet the minimum working time requirements for each civil servant rank specified in the professional and technical standards of the rank for which the exam is being held;

In case a civil servant, before being recruited or accepted, has worked for a period of time with compulsory social insurance payment in accordance with the provisions of the Law on Social Insurance, working in a position requiring appropriate professional qualifications (if the working period is not continuous and has not received a one-time social insurance benefit, it will be accumulated) and that period is calculated by the competent authority as the basis for salary classification in the current civil servant rank, it will be considered equivalent to the current civil servant rank.

In case of equivalent time, there must be at least 1 year (12 months) holding the lower grade adjacent to the grade for which the exam is being held by the deadline for submitting the application for the exam to be promoted to a higher grade.

3. Promotion criteria

According to the targets approved by the Provincial People's Committee in Decision No. 957/QD-UBND dated April 22, 2025.

Specifically:

a) Target for the exam to promote to Senior Specialist or equivalent for leaders and managers: 186 targets.

- Senior Specialist: 168.

- Senior Inspector rank: 18.

b) Promotion exam quota for professional civil servants: 116 quotas.

- Senior Specialist or equivalent: 107

+ Senior Specialist rank: 89.

+ Senior Inspector rank: 16.

+ Chief Accountant rank: 2.

- Specialist or equivalent: 9.

+ Specialist rank: 8

+ Accountant rank: 1.

The quota for civil servant promotion is allocated to each agency employing civil servants in the attached Appendix.

4. Determine the successful candidate

a) Have correct answers of 50% or more of the questions in general knowledge and foreign languages, except for cases of exemption from exams.

b) Have a score of 50 points or more in the professional and technical exam, and take the score in order from highest to lowest within the assigned promotion quota.

c) In case there are 2 or more people with the same total score of the professional and technical exam in the final promotion quota, the priority order for admission is as follows: Female civil servants; ethnic minority civil servants; older civil servants (calculated by date, month, year of birth); civil servants with longer working time.

If it is still not determined, the head of the competent authority organizing the civil servant promotion exam shall have a written discussion with the head of the civil servant management agency and decide on the successful candidate according to the proposal of the head of the civil servant management agency.

d) Do not reserve results for subsequent promotion exams.

d) Ensure the principle of competition for officials and civil servants who do not hold leadership or management positions to participate in the promotion exam.

5. Time and form of promotion exam

a) Exam time: expected in May 2025 (specific time will be announced later).

b) Exam format:

+ General knowledge and foreign language: multiple choice test on computer.

+ Professional subjects: written exam.

6. Location of promotion exam

Tien Giang University.

7. Level of fee for promotion exam

Pursuant to the provisions of Article 4 of Circular No. 92/2021/TT-BTC dated October 28, 2021 of the Ministry of Finance stipulating the collection rates, collection, payment, management and use of fees for recruitment, examination for promotion and rank promotion of civil servants and public employees.

IV. IMPLEMENTATION ORGANIZATION

1. Promotion examination council

The civil servant promotion examination council performs the tasks and powers prescribed in Clause 2, Article 35 of Decree No. 138/2020/ND-CP dated November 27, 2020 of the Government regulating the recruitment, use and management of civil servants.

2. Department of Home Affairs

Preside over and coordinate with relevant agencies and units to advise on organizing the exam according to regulations:

a) Advise and submit to the Chairman of the Provincial People's Committee to decide on the establishment of the Examination Council and the Examination Supervisory Board according to regulations.

b) Receive, appraise documents, compile a list of qualified officials and civil servants sent by agencies and units to participate in the civil servant promotion exam and report to the Examination Council the list of qualified officials and civil servants.

c) Advise the Chairman of the Examination Council to decide on assigning specific tasks to each member of the Examination Council.

d) Advise the Examination Council to establish departments to assist the Council in ensuring compliance with regulations.

d) Organize the collection of exam fees for promotion, prepare budget estimates and finalize budgets according to regulations.

e) Advise the Examination Council to notify qualified officials and civil servants to take the promotion exam according to regulations.

g) Advise on the organization of the exam opening; arrange and organize exam rooms and other tasks related to the organization of the exam.

h) Advise the Promotion Examination Council to report to the Chairman of the Provincial People's Committee for approval and recognition of the examination results before the Council announces the approved and recognized examination results according to regulations.

i) Advise the Chairman of the Provincial People's Committee to appoint to civil service ranks those cadres and civil servants who pass the promotion exam.

3. Responsibilities of agencies and units with contestants

a) Publicly announce the Plan for organizing the civil servant promotion exam to all cadres and civil servants participating in the exam.

b) Be responsible to the Chairman of the Provincial People's Committee and the law for the subjects, conditions, and standards of cadres and civil servants nominated to take the exam.

c) Coordinate with the Department of Home Affairs in organizing exams, creating conditions for officials and civil servants to participate in the exam.

4. Department of Finance

Appraise the budget estimates of the Department of Home Affairs, report to the Provincial People's Committee for consideration and approval according to regulations.

5. Provincial Inspectorate

Assign civil servants to participate in exam supervision; coordinate with the Department of Home Affairs to resolve complaints and denunciations arising during the exam organization process.

6. Provincial Police

Assign officers to participate in exam security work at the request of the Examination Council to ensure the confidentiality of exam questions and absolute safety and security of the exam area so that the Examination Council can successfully complete its tasks.

7. Tien Giang University

a) Prepare facilities and equipment to organize the exam (including round 1 multiple-choice test on computer and round 2 written test), ensuring security, safety and technical requirements.

b) Arrange, organize, and assign officials to participate in departments assisting the Examination Council according to the Examination Council's request.

Above is the Plan for organizing civil servant promotion exams in 2025 of Tien Giang province. During the implementation process, if there are any difficulties or problems, agencies and units should promptly report to the Provincial People's Committee (through the Department of Home Affairs) for synthesis and reporting to the Provincial People's Committee for consideration and resolution.
