The Provincial People's Committee has announced 2,193 administrative procedures on the National Administrative Procedure Database, of which: 1,875 administrative procedures are under the jurisdiction of the provincial level, 318 administrative procedures are under the jurisdiction of the commune level. 100% of administrative procedures are public on the National Public Service Portal, of which 2,094 administrative procedures are online public services, 99 administrative procedures are public services that have not yet submitted online records on the National Public Service Portal. Approved 1,244 administrative procedures for partial online public service settlement, 850 administrative procedures for full online public service settlement.
According to the Assessment Table of criteria for serving people and businesses in performing administrative procedures and providing public services, Lao Cai province is currently ranked 15th out of 34 provinces/cities, in which the Publicity and Transparency Index reached 15.42 points; the File Processing Progress Index reached 19.24 points; the Online Public Service Index reached 16.85 points; the Satisfaction Index reached 17.97 points; the File Digitization Index reached 19.24 points.
The Provincial People's Committee has also approved the Plan to implement 100% of administrative procedures regardless of administrative boundaries in Lao Cai province to complete the objectives of Decree No. 118/2025/ND-CP of the Government ; complete process restructuring, integration, and provision of 57/75 essential public services according to Project 06 on the National Public Service Portal.

Utilities serving socio-economic development continue to be digitized synchronously. 100% of medical examination and treatment facilities in the province (Hospitals, Medical Centers, Regional Clinics, Medical Stations) have implemented reception and medical examination and treatment using chip-embedded ID cards. As a result, in November 2025, 95,505/105,387 medical examinations and treatments were performed, a rate of 90.62%.
The Social Insurance sector has paid for cases of receiving social insurance and unemployment benefits through bank accounts with the payment amount in November of more than 348.2 billion VND, accumulated from the beginning of 2025 of more than 2,919.3 billion VND. Medical units made non-cash payments in medical examination and treatment for 20,606/33,323 transactions, reaching a rate of 61.83%; 17,077/27,350 million VND, reaching a rate of 62.44%.
Focus on completing the ecosystem to serve the connection, exploitation, supplementation and enrichment of population data. Lao Cai Provincial Social Insurance cooperates with the Department of Health to support medical examination and treatment facilities in creating and connecting data on Driver's Health Certificates, Birth Certificates, and Electronic Death Certificates to the Data Receiving Portal of the Health Insurance Appraisal Information System. Up to now, 47,695 Birth Certificates; 301 Death Certificates; 82,614 Driver's Health Certificates have been created to serve the tasks of Project 06.
The results of data cleaning of agencies and units in the field of social insurance have verified 1,472,356 people participating and receiving social insurance, health insurance, and unemployment insurance in the database managed by the Provincial Social Insurance, accounting for 99.97% of the total number of participants (excluding armed forces and military relatives) with the National Population Database. There are currently 375 people who have not been verified. The Provincial Social Insurance is continuing to coordinate with the local police and related units to verify and update.
In the field of Agriculture and Environment, the work of standardizing, cleaning, enriching data, and standardizing personal information fields on the land database platform has been carried out. Information verification of 1,384,584/1,533,834 land plots ensures the criteria of "correct - sufficient - clean - alive", rate 90.27%, currently 149,250 data are still being implemented.
Lao Cai province has completed 13 contents of cleaning up population information data on: Suspected duplicate citizen information (Duplicate 1 province and duplicate many provinces); Household head problem (Household without head or more than 1 head); Industrial Park Social Insurance; Discrepancies in BTP and population information (duplicate full name, year of birth, date of birth, gender, father's name, mother's name); Industrial Park Social Insurance; Verifying network information; Duplicate information of wife/husband (duplicate ID card of wife/husband and duplicate ID card information of husband and wife); Discrepancies in information between Social Insurance and population; List of discrepancies in electricity and population information; Missing information fields such as 9-digit ID card; Changes in residence with unknown destination; Cessation of nationality, return to nationality; Discrepancies in information between tax and population... and continue to clean up frequently occurring data.
Along with that, departments, branches and localities continue to maintain the implementation of 33 models of Project 06, in which some models continue to achieve good results, bringing convenience to people and businesses in performing administrative procedures through the digital environment, applying CCCD/Chip-based ID cards, applying electronic identification accounts, helping to save time and costs for people, improving the quality of operations of State agencies. Some typical models include: Medical examination and treatment model using CCCD and VNeID cards: 100% of medical examination and treatment facilities in the area have deployed reception and medical examination and treatment using Chip-based ID cards, performing 128,006/138,946 medical examinations and treatments, a rate of 92.13%; Biometric medical examination and treatment model, self-service kiosk: 22/24 hospitals have completed the installation and use of biometric medical examination and treatment kiosks, with 137,203 patients registering for medical examination and treatment using the kiosk; Model of archiving and authenticating electronic documents and papers to serve people and businesses participating in the digital environment: 100% of localities have implemented electronic authentication as required; Sa Pa Ward Central Stadium Parking Lot, Mat Ngoc Lake Parking Lot (controlling 50,670 vehicles with revenue of over 1,324,840,000 VND), Bao Ha Temple Area Parking Lot (controlling 34,000 vehicles with revenue of over 800,000,000 VND).
22/24 hospitals have completed the installation and use of biometric examination and treatment kiosks.
In the coming time, Lao Cai province will continue to direct agencies, units and localities to propagate the benefits of Project 06, encourage businesses and people to actively participate in implementing administrative procedures on online public services and cashless payments. Continue to review, restructure and simplify administrative procedures to reduce time and documents of administrative procedures to create favorable conditions for organizations, individuals and businesses to implement administrative procedures.
Promote the issuance of ID cards, provide instructions on activating electronic identification accounts for citizens, agencies and organizations in the province; integrate health insurance cards on the VNeID application. Coordinate to complete the campaign to enrich and clean up the Land Database in the province. Focus on completing the campaign to enrich and clean up the Land Database in the province.
