In the new development stage, ensuring good discipline and order in performing tasks is considered by Quang Ninh as one of the "keys" to building an effective and efficient state apparatus that truly serves the people and businesses. Therefore, the province has implemented many solutions to strictly maintain discipline and order in public administration, as well as the working order of officials and civil servants right from the beginning of the year.

Cadre work is the "key" of the "key" in Party building work. In the current context, Quang Ninh attaches great importance to cadre work and has implemented a number of key tasks, such as organizing training and fostering cadres, including specialized training according to job positions, practical training, and experience exchange. In particular, the province has also implemented overseas training so that cadres, civil servants, and public employees can approach new issues.

Along with that, the province also rotates and transfers cadres. The subjects of rotation are cadres under the management of the Provincial Party Committee Standing Committee, transferred to localities, departments and branches to replace cadres who do not meet the requirements and tasks, have shown limitations and weaknesses in capacity and qualifications in the process of performing tasks. Transferring cadres from departments and branches to localities and vice versa, aims to help the cadre team gain more practical experience, improve professional qualifications to be able to meet the increasingly high requirements for cadre work.

To tighten discipline and order among cadres and civil servants to meet the work requirements in the new situation, the Provincial Party Committee, People's Council and People's Committee have issued many directives to strengthen discipline, administrative order, public ethics and office culture, improve responsibility in handling work, effectiveness and efficiency in directing and operating work. Thereby, overcoming the situation of pushing and avoiding responsibility in handling work, meeting the requirements of the province's political tasks.

In particular, it requires Party committees, Party organizations, authorities, Fatherland Front, socio-political organizations, agencies, units, and armed forces from the province to the grassroots to continue to strengthen leadership, direction, thoroughly and extensively disseminate and seriously organize the implementation of the Party's policies and regulations, the State's and the province's laws on strengthening discipline, administrative discipline, building and implementing public ethics and office culture. At the same time, there are solutions to improve capacity, efficiency, and state management in all fields, especially those areas prone to corruption and negativity, raise awareness and responsibility of cadres, civil servants, and public employees in performing public duties; strengthen inspection and supervision of the implementation of public ethics and culture of civil servants and public employees, especially in areas related to the legitimate rights and interests of the people.

The province also promptly and strictly handles violations, manifestations of corruption, negativity, harassment, ideological, political, moral and lifestyle degradation, "self-evolution", "self-transformation", and violations of the law.

The Provincial People's Committee also directed the specialized agencies of the province to conduct regular and surprise inspections, focusing on the following contents: Discipline, administrative discipline; administrative reform work; handling of administrative procedures for people and businesses. At the beginning of the year, the Provincial People's Committee and the Provincial Steering Committee for Administrative Reform issued a plan to inspect administrative reform work and implementation of democracy regulations at the grassroots level; directed the inspection of the implementation of discipline, administrative discipline, and surprise inspection of handling of administrative procedures for people and businesses.

From 2021 to present, the Department of Home Affairs - the Standing Agency for Administrative Reform of the province, has coordinated with relevant departments, branches and units to organize nearly 10 inspections on the implementation of discipline and administrative discipline at 150 agencies, units and localities in the province; 3 inspections on administrative reform work at 13 agencies, units and localities; 3 surprise inspections on the settlement of administrative procedures and the implementation of regulations on abolishing the requirement to submit and present paper household registration books and temporary residence books at 27 agencies and units...

Based on the inspection team's report, the Provincial People's Committee issued documents requesting heads of agencies, units, and localities to rectify and direct the review and overcoming of shortcomings and limitations pointed out by the inspection team, especially in handling dossiers of organizations and citizens submitted online on the Provincial Public Service Portal and the National Public Service Portal that have not been received and resolved. Rectify the situation of requesting additional dossier components outside of regulations during the process of handling administrative procedures, cases of late appointments, or situations where officials and civil servants make it difficult for citizens when coming to resolve administrative procedures.

Strengthening discipline, administrative discipline, public ethics and office culture, improving responsibility in handling work, effectiveness and efficiency in direction and administration have gradually overcome the situation of pushing and avoiding responsibility, meeting the increasingly high requirements of the province's political tasks, serving the people and businesses better and better. From there, it has contributed significantly to Quang Ninh continuously reaping great achievements, many outstanding aspects, pioneering and breakthrough, making important contributions to the cause of building socialism and defending the Fatherland, innovating and developing the country.

Entering 2025, the final year of the term with the working theme of "Breakthrough in economic development, creating momentum for the new term", setting the target of GRDP growth rate reaching over 12%; total state budget revenue in the area not less than 57,330 billion VND, right from the first days of the year, agencies, units, staff, civil servants and public employees in the whole province have focused highly, taking advantage of every day and every hour to solve the work. Thereby, affirming the spirit of serious and responsible work, aiming to serve the people, businesses, for the happiness of the people. This is the solid foundation for Quang Ninh to comprehensively complete the socio-economic development goals, maintain its position, as well as the actual quality of administrative reform indicators in 2025 and the whole term.
