The Department of Science and Technology shall preside over and coordinate with relevant units to enhance the exploitation and use of national digital platforms, online learning platforms, and learning management systems to organize mass courses, personalize content for each target group; integrate artificial intelligence applications, open data, virtual assistants, and shared digital science warehouses, ensuring that people, students, and workers can access them conveniently and easily; build the "Digital Popularization" website. At the same time, coordinate with telecommunications and technology units to promote the dissemination of basic digital skills via smartphones, social networking platforms, and provide direct practice instructions related to the practical needs of the people; organize the launching ceremony of the "Digital Popularization" movement at the provincial level in combination with the Digital Technology Festival (expected from September 25 to 26, 2025); Coordinate with the Provincial Police, People's Committees of communes and wards to deploy the digital learning platform and digital skills assessment integrated with VNeID.
