Here, the outstanding criterion chosen was "digital transformation", making the locality one of the typical examples of the province in this criterion.

In Tay Ho today, almost all economic and social sectors have the mark of digital transformation. The most noticeable thing is that on all roads there is a security camera system that is operated "in the direction of digital transformation". The cameras are integrated into the centralized management system and connected to the ThanhHoaS application to share with people, police, and authorities to monitor and supervise security and order. The surveillance camera system has become the "eyes and ears" of the police force, helping to promptly detect crimes and manage residential areas well. Since the camera system was put into operation, from the working headquarters, the police force can monitor a large area, promptly mobilize support forces when detecting signs of law violations, complicated security and order incidents. Through monitoring, people also self-detect and criticize, thus preventing littering, dangerous traffic situations, and fights among some young people...

In addition, the lighting system in the commune also applies a smart and energy-saving operating system. Instead of having people manually turn the lights on and off, the commune and villages have installed an automatic on-off adjustment system according to a certain time frame every day.

In the management and operation of the government, the commune has applied the software for managing documents and electronic work records; the rate of outgoing documents signed and sent via the software reached 100%. Except for confidential documents, all documents of the commune are currently resolved in the network environment, helping to reduce the amount of paper documents by over 90% compared to before. Monitoring and processing documents, resolving work through work records, exchanging internal information from the manual environment to the network environment has helped the commune improve the efficiency of management and operation of the government, thereby contributing to serving people and businesses better and better. The reception and return of results department of the People's Committee of the commune has publicly announced 200 administrative procedures under the authority of the commune on the commune's electronic information page at: tayho.thoxuan.gov.vn. The commune also invests in information technology equipment, computers, scanners, printers, internet connection, wifi to serve the activities of the government and people when handling administrative procedures.

The telecommunications infrastructure and equipment of the commune are equipped to effectively carry out online meetings from the commune down to the villages. At the commune People's Committee headquarters, there is an online meeting room connected to the online conference system of the district, province, and central government. In the villages, the internet is also installed and computers and software are equipped to connect to the conference video directly with the commune People's Committee. Online meeting equipment is connected to Mytivi television, connecting one way to the villages to directly implement local tasks. Village cadres and people do not have to travel many times and can participate in classes to disseminate resolutions and general policies of the Party and State from the central, provincial, and district levels right at the village cultural house.

The commune has proactively deployed the application of social networking platforms such as: Zalo, Facebook, electronic information pages, software provided by the province to propagate the Party's guidelines and policies, the State's policies and laws, local political tasks, leadership, direction and management activities. At the same time, continue to propagate people to use smartphones to install applications, from which notifications to people are made on the application instead of sending notices. Contents of public surveys and collecting people's opinions will be carried out on the application instead of manually, gradually forming a digital society and digital citizens.

With the promotion of propaganda, training, and encouragement of the use of smartphones with software and applications, the application of digital transformation is gradually applied in many fields. Payment by bank account for electricity, water, and shopping is encouraged. In the commune, there is a passenger transport enterprise that has applied a digital platform for passengers to book tickets online, manage employees, passengers, manage parking lots and routes. The software has helped passengers not have to go to the station to buy tickets, the enterprise controls the number of passengers to arrange vehicles and drivers appropriately; helps the enterprise control all situations well from printing and drying tickets to making departure orders, reporting ticket sales revenue, reporting current vehicle location and number of passengers on the vehicle.

In the cultural field, the commune uses the electronic information page https://tayho.thoxuan.gov.vn and the websites zalo, facebook, youtube, integrated on the ThanhHoaS platform to promote the image of the homeland, arouse love for the homeland, and turn to the roots. From there, the locality has connected fellow countrymen far from home and called for support and contributions to build the homeland such as donating and supporting the construction of the commune's welcome gate; villages through groups of fellow countrymen call on their children to support the construction of communal houses, cultural houses... worth billions of dong.

With 83.5% of adults having or being supported by smartphones, the Commune People's Committee has proactively coordinated with VNPT Thanh Hoa to support, install and guide people to use online public services and essential digital services. Up to now, most people in the commune have been able to apply online public services and essential digital services such as: looking up social policy information on the online public service portal, remote health consultation via the VOV BACSI24 application, looking up health insurance and social insurance information via the VssID software, online learning via Zoom Cloud Meeting, Skype, VNPT E-learning software, looking up population data via the VneID software...

It can be said that digital transformation is present and has left its mark on almost all fields, helping Tay Ho to develop more and more.
