Industry and Trade News 7/5: Completing regulations on origin of goods

On May 7, the press reported a lot of information related to the Industry and Trade sector. The Industry and Trade Newspaper would like to review some notable information.

Energy sector

On May 7, 2025, Banking Times published an article: "Issuing a price framework for electricity generation for waste power plants".

The Ministry of Industry and Trade has just approved the electricity price framework for waste-to-energy plants in 2025, according to which the ceiling price applied to waste-to-energy plants is VND2,575.18/kWh, excluding value added tax. Despite enjoying attractive electricity prices, the waste-to-energy industry in Vietnam still faces many major challenges.

Waste-to-energy projects also face the risk of a lack of stable input materials due to the lack of regulations binding the responsibility for providing waste (both in terms of quantity and quality) in the contract. This situation makes many investors, despite being equipped with modern technology, still worry about the ability to operate effectively.

Investment Newspaper published information: "Expected amendments to regulations on origin of goods and issuance of C/O"

The Ministry of Industry and Trade is seeking comments on the draft amendments to Circular No. 05/2018/TT-BCT and Circular 38/2018/TT-BCT to perfect regulations on origin of goods and procedures for granting C/O certificates.

The Import-Export Department is also the focal point for contacting agencies and organizations in Norway and Switzerland to implement the certification of goods origin under GSP; presides over and coordinates with relevant agencies, organizations and individuals to inspect the implementation of the certification of goods origin under GSP.

In addition, the Import-Export Department actively monitors, supervises, and inspects the implementation of GSP-based certificates of origin of goods by relevant traders, organizations, and individuals. The organization manages, preserves, and stores documents, records, and electronic data for at least 5 years from the end of the year of issuance for GSP-based certificates of origin of goods.

Dai Doan Ket Newspaper has an article: "Opportunities to expand exports to the Halal market".

In the context of the global economy with many fluctuations and increasing protectionism, the Halal (Islamic) market has emerged, opening up opportunities for Vietnamese enterprises to expand exports. Mr. Tran Phu Lu - Director of the Ho Chi Minh City Investment and Trade Promotion Center (ITPC) said that in the coming time, Vietnam's export activities will continue to be affected by declining global demand, increasing raw material prices, high logistics costs and competition from countries in the region.

Reports show that the Halal industry and Halal product market still have a lot of room to be exploited. It is forecasted that by 2030, the total value of the Halal market, including food and beverage (F&B) and other industries, will reach 10 trillion USD; of which, the F&B sector alone is expected to reach 5.91 trillion USD by 2033. Indonesia is the world's largest Halal market with more than 280 million people, most of whom are Muslims.

Nhan Dan Newspaper published information: "Still the story of good harvest, low price"

Every year, around March and April, people in the Mekong Delta harvest durian - a popular fruit with high economic value. This year, durian is in full bloom, but contrary to the joy, many farmers and traders are worried. At the beginning of the season, many people have seen the prospect of this harvest not making much profit, even losing money, because the price is falling sharply. In many localities, durian is sold at very cheap prices, some types cost only 30,000-40,000 VND/kg, half, even one-third of the same period in previous years.

Despite the price reduction, purchasing power is still not high and the phrase “rescue” has been mentioned more or less. People are worried, traders are “restless”, not daring to import goods for fear that prices will decrease further. The reason for the above situation has been pointed out by authorities, experts, traders and people: Currently, the Southwest region has entered the main durian season. The fruit output to the market this year is very large but the export situation is quite slow, so the surplus in the country is high.

Trade defense sector

Tin Tuc newspaper has an article: "Vietnam participates in trade defense meetings at WTO"

The trade defense committees at the World Trade Organization (WTO), including the safeguards committee, the anti-dumping committee, the subsidies and countervailing measures committee, have held many meetings. The anti-dumping committee meeting also reviewed the semi-annual reports and preliminary and final anti-dumping duty reports for the period from July to December 2024 of a number of members, including Vietnam. The next meeting is scheduled to take place next October.

Binh Duong Newspaper published the content: "Supporting businesses to strengthen trade defense".

With the expansion of the market, the output of Vietnam's export goods has increased rapidly in recent times. In addition to the advantage of increasing export revenue, the number of trade defense (TAR) investigations on Vietnam's export goods has also increased. Updating regulations, policies and answering questions for businesses in the process of applying and responding to TAR measures helps businesses increase their capacity to respond to TAR cases, while improving their understanding and self-protection ability for manufacturing and exporting enterprises in the current context.
