Positive signals from state budget revenue

The Tax sector's state budget revenue in the first 6 months of 2025 recorded positive results with 16/19 tax revenue items, 33/34 localities increasing revenue compared to the same period. In parallel with implementing modernization and administrative reform solutions, the Tax sector proactively nurtured revenue sources, created conditions for people and businesses to develop production and business, contributing to the successful implementation of the state budget revenue target in 2025.

34% growth year-on-year

According to the Tax Department, the total estimated state budget revenue in 2025 of the entire tax sector assigned by the National Assembly is VND 1,719,556 billion. On that basis, the Tax Department promptly issued an action plan, assigning 122 key tasks and 479 regular tasks. With the synchronous and effective implementation of tax solutions, the total budget revenue in the first 6 months of 2025 is estimated at VND 1,180,967 billion, equal to 68.7% of the ordinance estimate, an increase of 34% over the same period in 2025. Of which, 16/19 tax revenue items increased compared to the same period last year. In 34 provinces/cities under the new structure, 31 localities collected over 55% of the estimate and 33 localities had growth compared to the same period last year.

Notably, the automatic personal income tax refund process will officially come into operation from April 2025. With just a few online steps, taxpayers can receive transparent, accurate, and timely tax refund results without having to go to the tax office. A highlight in the digital transformation effort is the eTax Mobile application developed by the Tax sector and actively integrated with the Ministry of Public Security 's VNeID, helping people fulfill their tax obligations anytime, anywhere, safely, conveniently, and securely.

On the other hand, to support people and businesses to overcome difficulties and accelerate economic recovery in 2025, the tax authority has implemented many policies to exempt, reduce, and extend taxes for businesses and people with a total amount of about VND 96,749 billion.

Inspection, examination and anti-revenue loss work has been implemented methodically, in-depth, closely following the reality and risks of the industry. Inspection topics such as invoice fraud, transfer pricing, and cross-border e-commerce continue to be strictly handled. In the first 6 months of 2025, the entire Tax sector has conducted 26,290 inspections and examinations; the total amount of money recommended for handling through inspections and examinations is VND 28,430 billion, an increase of 32% over the same period in 2024. Thanks to the synchronous implementation of modern solutions, automation and increased sanctions, the Tax sector has recovered about VND 43,109 billion.

In Can Tho City, according to Mr. Phan Tien Lan, Head of Tax Department of Can Tho City, the total estimated state budget revenue in 2025 assigned to the city's Tax Department is 23,937 billion VND. In the first 6 months of 2025, the state budget revenue was 13,379 billion VND, reaching 55.9% of the estimate, up 12.8% over the same period in 2024. Most revenue sources in the area have achieved quite well compared to the estimated progress, in which all revenue sources have increased compared to the same period in 2024.

The results of state budget collection in the first 6 months of 2025 are quite good compared to the progress and the same period in 2024 due to the sudden increase in revenue collection in some revenue sources and taxes in the localities such as land rent collection, collection of land protection and development fees for rice cultivation, collection of late payment fines...

Resolutely and synchronously deploy solutions

Implementing the policy of reorganizing the state administrative apparatus according to the 2-level local government model, the Tax sector continues to perfect and put into unified operation the new apparatus with 34 provincial and municipal Tax agencies from July 1, 2025 to ensure smoothness, effectiveness and efficiency in direction and operation nationwide. To successfully complete the task of collecting the state budget in 2025, the entire Tax sector will drastically and synchronously deploy key solutions, proactively adapt to the new situation, strive to increase budget revenue by over 15% according to the target in Resolution No. 159/2024/QH15 of the National Assembly and Resolution 124/NQ-CP of the Government.

Mr. Mai Xuan Thanh, Director of the Tax Department, said: The entire Tax sector continues to synchronously and effectively perform tax management functions; promote propaganda and support for taxpayers. At the same time, effectively implement policies on tax exemption, reduction, and extension that have been issued. Promote administrative reform, simplify procedures, improve service quality, create maximum convenience for people and businesses, and nurture sustainable revenue sources. In addition, strengthen the review of revenue sources and taxes with room for improvement; deploy anti-revenue loss topics in each key field and industry; build and apply risk coefficients, management indexes, and resolutely fight against tax fraud and evasion. Resolutely and effectively implement debt management and tax debt collection measures; classify debts and handle each debt group appropriately; Closely coordinate with all levels and sectors in urging and enforcing tax debt collection, striving to reduce the rate of outstanding debt to below 8% of actual collection. On the other hand, promote comprehensive digital transformation of the Tax sector; deploy new technology applications in invoice management, tax refunds, tax declarations and payments; improve the quality of information technology system operations, ensure safety, smoothness and efficiency of service. Strengthen discipline, administrative discipline, enhance the sense of responsibility of tax officials and civil servants...

Mr. Cao Anh Tuan, Deputy Minister of Finance, suggested that the Tax sector focus on institutional development, specifically completing the draft Law on Tax Administration (amended), the Law on Personal Income Tax and related decrees. In addition, continue to promote digital transformation, complete the database, and replicate effective technology application models. Strengthen inspection work, specifically focusing on high-risk areas, to avoid budget losses. The Tax sector maximizes the effectiveness of the streamlined organizational model, ensuring smooth direction from the Central to local levels. Continue to enhance the effectiveness of tax management for business households, especially in the context of preparing to convert from lump-sum tax to a declaration mechanism based on actual revenue from January 1, 2026. Ensure the progress of eliminating lump-sum tax in accordance with the direction of the Party, the National Assembly, and the Government, while maintaining stable production and business activities and creating favorable conditions for taxpayers during the transition process.
