On May 27, Mr. Vuong Hong Thai, Vice Chairman of the People's Committee of Nam Dan district, Nghe An province, said that 22/44educational institutions had recovered documents and invoices showing that they had paid the difference in social insurance, health insurance and unemployment insurance to the district's Social Insurance agency in 2012.
The working minutes dated May 15, 2012 between the units including the Department of Education and Training, Home Affairs, Finance - Planning and Social Insurance of Nam Dan district, clearly stated that the amount of insurance arrears arising from the difference when re-arranging salary grades was deducted from the district's education career fund to pay to Social Insurance.
The total amount of more than 311 million VND was calculated based on the minimum wage at each point in time (up to August 2011), then transferred by the District Department of Education and Training to schools to fulfill their obligations to pay to the Social Insurance Agency. This record has full signatures and confirmation stamps of the relevant parties.

The People's Committee of Nam Dan district is requesting the remaining educational institutions to continue searching for documents, clarifying the collective and individual responsibilities involved to report to superiors, and at the same time recommending that the provincial Social Insurance soon issue appropriate handling instructions, avoiding causing disadvantages to workers who have worked for many years in the education sector.
Previously, in the process of reviewing retirement records for a number of teachers, Nam Dan District Social Insurance discovered 311 cases of unpaid insurance premiums, with a total amount of arrears of nearly 4.6 billion VND (as of November 2024).
By the end of March, Nam Dan District Social Insurance continued to review and discovered 141 more teachers and school staff who owed insurance money.
The cause was determined to be that before 2006, the People's Committee of Nam Dan district signed labor contracts with teachers and employees with fixed salaries and did not fully apply the insurance regime.
Then, according to Decision 3434/UBND-VX dated June 26, 2006 of Nghe An Provincial People's Committee and Inter-sectoral Instruction No. 884/HDLN dated June 29, 2007, these subjects were transferred to a new salary classification, leading to the arising of an unpaid insurance difference.
Regarding the incident, the Social Insurance of Region VII also issued a document directing the Social Insurance of Thanh Chuong - Nam Dan district to establish a working group to review all insurance collection at schools in the area.
