Speeding up site clearance for Lao Cai – Hanoi

Comrade Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for Site Clearance for the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project in Hai Duong province chaired the meeting of the Steering Committee.

On the afternoon of May 29, comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for Site Clearance for the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project in Hai Duong province chaired a meeting of the Steering Committee.

At the meeting, representatives of relevant departments, branches and localities reported on the progress of site clearance, resettlement arrangements, relocation of people's cemeteries, relocation of power plants, and determination of material reserves that can be supplied to the project...

Provincial Party Secretary Tran Duc Thang requested all levels, sectors and localities to uphold their sense of responsibility, coordinate closely and effectively, and speed up the progress of site clearance for the Lao Cai - Hanoi - Hai Phong railway project.

Concluding the meeting, Comrade Provincial Party Secretary Tran Duc Thang acknowledge and appreciate the proactive and active participation of departments, branches and localities in implementing the project-related tasks. During the implementation process, some difficulties and problems arose, but the relevant agencies and units proactively handled them and promptly reported to the province for direction and resolution.

The Provincial Party Secretary requested the Provincial People's Committee to direct departments, branches, units and localities to continue promoting a sense of responsibility, proactiveness, high political determination, and strengthening effective coordination so that Hai Duong continues to be one of the leading localities in the country in implementing key projects implemented by the Central Government in the area.

Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Hai Duong Provincial People's Committee spoke at the meeting.

To ensure the completion of project site clearance in November 2025, the Provincial Party Secretary requested that localities urgently determine the project site clearance boundaries and strive to complete the site clearance boundary marking before June 10, 2025.

The 5 localities where the route passes through must strengthen propaganda and mobilize people to strictly comply with regulations, not allowing illegal construction within the planning area, causing difficulties for compensation and site clearance and affecting the rights of the people themselves.

Director of the Department of Construction Nguyen Hoai Long reported on the implementation of site clearance for the Lao Cai - Hanoi - Hai Phong railway construction investment project through Hai Duong province.

The Provincial People's Committee is interested in directing the urgent work of compensation, site clearance, and resettlement support in the area. In particular, directing the Provincial Construction Investment Project Management Board to proactively coordinate and deploy work related to the construction of resettlement areas, receive the workload related to site clearance in the coming time and relocate technical infrastructure works, social infrastructure... The Department of Finance is in charge of determining the province's capital provision capacity to serve the site clearance work...

In the context of implementing the transformation of the local government model from 3 levels to 2 administrative levels, with a large amount of work, all levels, sectors and localities need to uphold the sense of responsibility, coordinate closely and effectively in organizing and implementing the project.

The Provincial Party Secretary emphasized that the Lao Cai – Hanoi – Hai Phong railway construction investment project is a national key project, of strategic significance in developing infrastructure connectivity. With a large volume of land clearance, units and localities have proactively and resolutely implemented, promptly advised and reported on the removal of difficulties and arising problems.

The Lao Cai – Hanoi – Hai Phong railway construction investment project through Hai Duong is about 40.96 km long, passing through 5 districts: Cam Giang, Binh Giang, Gia Loc, Tu Ky and Thanh Ha, involving 19 communes and towns. It is expected to build 3 stations: Binh Giang, Hai Duong Nam and Tu Ky.

The total land area to be recovered for construction is about 188 hectares. It is expected that 3,296 households will be affected, of which 407 households will need to be resettled. The total cost of compensation, support and site clearance in the province is estimated at about 3,893 billion VND.

Currently, work groups related to implementing resettlement projects; measuring, extracting and preparing land recovery records, reviewing infrastructure works for transportation, agriculture, power supply, determining the source of direct materials for the project, reviewing the planning of the area surrounding the station... are being urgently and actively deployed, meeting the plan.
