Hung Yen Provincial Party Committee held a conference to announce the Politburo's Decision on personnel work.

Deputy Head of the Central Organizing Committee Nguyen Quang Duong presented the decision and flowers to Deputy Secretary of Hung Yen Provincial Party Committee Pham Quang Ngoc.

Attending the conference were Party Central Committee members: Nguyen Quang Duong, Deputy Head of the Central Organizing Committee; Nguyen Huu Nghia, Secretary of the Hung Yen Provincial Party Committee; Dang Xuan Phong, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ninh Binh province.

At the conference, the representative of the Central Organizing Committee announced Decision No. 2514-QDNS/TW, dated November 7, 2025 of the Politburo on the transfer and appointment of the Deputy Secretary of the Hung Yen Provincial Party Committee for the 2025-2030 term. According to the decision, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee, ceased to participate in the Executive Committee, Standing Committee and ceased to hold the position of Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee for the 2021-2026 term; transferred and appointed to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Hung Yen Provincial Party Committee for the 2025-2030 term.

At the decision-giving conference, comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organization Committee, assessed comrade Pham Quang Ngoc, Deputy Secretary of the Hung Yen Provincial Party Committee, as a qualified cadre with basic training; having held many positions, he always completed his tasks excellently, making important contributions to the overall achievements and results of the agencies and units where he worked.

Deputy Head of the Central Organizing Committee Nguyen Quang Duong requested comrades in the Executive Committee, the Standing Committee of the Provincial Party Committee, leaders at all levels and sectors in Hung Yen province to continue promoting the spirit of solidarity, unity, joint efforts, and unanimity, supporting comrade Pham Quang Ngoc in his position as Deputy Secretary of the Provincial Party Committee to focus on leading and directing the successful implementation of the Resolution of the 13th National Party Congress, the Resolution of the 1st Hung Yen Provincial Party Congress, term 2025-2030, determined to make the greatest effort to develop the locality in the coming time.

Speaking at the ceremony to accept the assignment, Deputy Secretary of Hung Yen Provincial Party Committee Pham Quang Ngoc thanked the Politburo and the Central Party Secretariat for their attention and trust; and emphasized: This is both an honor, a pressure and a higher responsibility before the Central Committee and the Party Committee, government and people of Hung Yen province. Therefore, I will continue to actively practice, learn, and make every effort to complete the assigned tasks well.

Hung Yen is also the only province in the North with a terrain entirely of plains, once a famous ancient trading port and now continues to play the role of a transit center, connecting major economic centers of the Red River Delta and the North, has been developing rapidly, with many important and outstanding marks in terms of Party building, political system building and socio-economic development in a fast and sustainable direction.
