Yen Bai - Lao Cai provinces evaluate cooperation results and agree on plans to arrange and merge provincial-level administrative units.

Yen Bai - On the afternoon of April 9, in Yen Bai province, the Standing Committee of Yen Bai Provincial Party Committee and the Standing Committee of Lao Cai Provincial Party Committee held a conference to evaluate the results of cooperation between the two provinces since the beginning of the term; and agreed on a plan to arrange and merge provincial-level administrative units.

Comrade Tran Huy Tuan - Secretary of Yen Bai Provincial Party Committee and Comrade Trinh Xuan Truong - Secretary of Provincial Party Committee, Chairman of Lao Cai Provincial People's Committee chaired the Conference.

Attending the Conference were comrades in the Provincial Party Standing Committee, comrades in the Provincial Party Standing Committee, Vice Chairman of the People's Council, Vice Chairman of the People's Committee, leaders of the Provincial National Assembly Delegation; and a number of departments and branches of the two provinces of Yen Bai - Lao Cai.

In his welcome speech at the Conference, Yen Bai Provincial Party Secretary Tran Huy Tuan emphasized: In recent times, Yen Bai and Lao Cai provinces have successfully coordinated to organize many important activities in many fields. Thereby, the traditional relationship between the two localities has been increasingly deepened and is an important premise for both provinces to agree, exchange and implement especially important political tasks in the coming time.

Regarding the policy of merging, rearranging, and reorganizing administrative units at all levels and building a two-level local government model, the Yen Bai Provincial Party Secretary affirmed that the merger of two localities is a very correct policy and an important preparation step of the Party Central Committee in the context of the country entering a new era of national development.

The cooperation agreement between Lao Cai and Yen Bai was first signed on February 26, 2006. In which, the two provinces agreed to cooperate in all aspects such as Party building, political system, economy, culture, and society. In recent times, the implementation of the cooperation agreement between the two provinces has received attention and brought many good results. The two provinces have demonstrated a friendly, united, exchange, and mutual learning relationship, being reliable partners, and coordinating to organize many cooperation activities in various fields. Thereby, not only creating opportunities for units to exchange experiences and improve professional skills, but also contributing to strengthening solidarity between units and localities, thereby creating many innovations and creativity in performing tasks.

At the Conference, delegates heard the draft Joint Resolution of the Standing Committee of Yen Bai Provincial Party Committee and the Standing Committee of Lao Cai Provincial Party Committee on the establishment of the Steering Committee and the Steering Committee's Working Group to implement the merger of Yen Bai and Lao Cai provinces; and the draft outline of the Project on rearranging provincial-level administrative units.

Next, the two Provincial Party Standing Committees discussed and reached a high consensus on a number of important tasks, demonstrating political determination and responsibility for common development in the coming time.

Delegates of Lao Cai province gave their opinions at the Conference.

Speaking at the Conference, Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lao Cai province affirmed: Lao Cai and Yen Bai provinces both share a long history of close ties and favorable natural conditions, rich in mineral resources, especially the two localities are located on the dynamic axis of the Red River. These are important premises when merging the two provinces to become a "three-horse carriage", developing more strongly.

The time to implement the provincial merger contents is still short, while the workload is large, so the Standing Committees of the Provincial Party Committees of the two provinces need to soon reach consensus in leadership and direction to deploy the next tasks to ensure the progress of the Central plan. Comrade Secretary of Lao Cai Provincial Party Committee said that when planning the new provincial center, it is necessary to study, calculate carefully, and promote efficiency; the Standing Committees and Standing Committees of the Provincial Party Committees of the two provinces continue to uphold and promote the leadership and direction role before, during and after the merger of the two provinces.

Concluding the working session, Yen Bai Provincial Party Secretary Tran Huy Tuan agreed on a number of contents to coordinate implementation. Accordingly, it was agreed to issue a joint Resolution of the Lao Cai Provincial Party Standing Committee and the Yen Bai Provincial Party Standing Committee on the establishment of a Steering Committee and a Working Group to assist the Steering Committee in implementing the merger of Yen Bai and Lao Cai provinces to comprehensively lead and direct the development and implementation of the Project.

After being established, the Steering Committee urgently developed and issued an Action Plan in the direction of clearly defining the roadmap, content of work to be performed at each time, deadline, completion progress and implementation responsibilities of relevant organizations, units and individuals, ensuring timeliness, synchronization, unity, quality and efficiency.

The Party Committee of Yen Bai Provincial People's Committee presides over and coordinates with the Party Committee of Lao Cai Provincial People's Committee to review and develop a plan to arrange and allocate working headquarters and equipment, ensuring the best working conditions for Party, government and Fatherland Front agencies of the new province, to be completed before June 10, 2025.

The Propaganda and Mass Mobilization Department of the two provincial Party Committees proactively provided information to the press agencies to carry out propaganda work well to create consensus among the entire political system, cadres, party members and people in implementing the merger of the two localities. Directed the press agencies to proactively coordinate with the Department of Home Affairs to regularly inform about the results achieved in the implementation.

The Provincial Party Secretary believes that in the coming time, agencies and units of both provinces will continue to promote the spirit of initiative, synchronous coordination, and high concentration to complete tasks well according to the set schedule.
