Russian court fines messaging app Telegram for violating information access rules

According to a VNA correspondent in Moscow, on April 21, the Tagansky District Court in Moscow announced that it had decided to fine the messaging app Telegram Messenger Inc. 4 million rubles (equivalent to more than 40,000 USD) for violating the procedure for restricting access to information and information sources.

The notice stated that Telegram was found guilty of an administrative violation under Clause 2, Article 13.41 of the Code of Administrative Offences of the Russian Federation.

Earlier, the Russian Federal Service for Supervision of Communications (Roskomnadzor) said the total fines imposed on the app amounted to 94.5 million rubles ($1.1 million).

Since February 2021, Roskomnadzor has been regularly drafting administrative decrees against social networks and messaging apps that do not delete calls to participate in unauthorized events, including events for minors, and publish other information that is prohibited from being distributed in Russia.

On the same day, Telegram founder Pavel Durov affirmed that during its 12 years of operation, Telegram has never disclosed any of its users' private message content.

“In accordance with the European Union (EU) Digital Services Act, if there is a valid court order, Telegram only provides the IP address and phone number of a criminal suspect – not the content of the messages,” Mr. Durov said.

He stressed that Telegram prioritizes protecting user privacy and stated that the app would leave the market if it was required to “weaken encryption or violate basic human rights.”

At the same time, he said that unlike some competitors, Telegram will not trade user privacy for market share./.
