Overview of the project of the second facility of Viet Duc and Bach Mai Hospitals causing a loss of thousands of billions

The second facility project of Bach Mai Hospital and Viet Duc Hospital was approved by the Ministry of Health in 2014 with a total investment of nearly 10,000 billion VND, of which the state budget capital is 9,000 billion VND, the scale of each project is 1,000 hospital beds.

Milestones of the two projects over the past 10 years:

January 16, 2014 : The Prime Minister approved the project "Investing in the construction of 5 new central and tertiary hospitals in Ho Chi Minh City", including 2 investment projects to build new facilities 2 of Bach Mai Hospital and Viet Duc Friendship Hospital (project implementation period from 2013-2016).

December 13, 2014 : The Ministry of Health held a groundbreaking ceremony for the second facility of Viet Duc Friendship Hospital and Bach Mai Hospital in Ha Nam. The expected completion date for phase 1 is December 2016 and the entire project is completed in December 2017.

October 21, 2018 : The Ministry of Health held an inauguration ceremony for the examination department of the Bach Mai Hospital and Viet Duc Hospital, Facility 2 project. However, Viet Duc Hospital, Facility 2 has never organized medical examination and treatment.

March 2020 : Bach Mai Hospital closed the examination department at facility 2.

February 21, 2023 : The Prime Minister established a Working Group to review difficulties and obstacles and promote the implementation of the investment project to build the second facility of Bach Mai Hospital and the second facility of Viet Duc Friendship Hospital.

November 9, 2024 : Prime Minister Pham Minh Chinh requested that 2 hospitals must be completed and put into use within the next 6 months.

January 8, 2025 : The Government Inspectorate announced the decision to inspect the Bach Mai Hospital 2 project and Viet Duc Hospital 2 project in Ha Nam.

February 13, 2025 : The Government issued a resolution agreeing on the mechanism and solutions to handle difficulties and obstacles in the investment project to build the second facility of Bach Mai Hospital and Viet Duc Friendship Hospital at the request of the Ministry of Health.

April 1, 2025 : The Government Inspectorate announced the conclusion of the inspection of the investment project to build new facilities 2 of Bach Mai Hospital and Viet Duc Hospital.

April 4, 2025 : The Ministry of Public Security informed that Department C03 is coordinating with the Government Inspectorate to receive documents and assign solutions according to regulations related to the project of the second facility of Bach Mai Hospital and Viet Duc Hospital.

Currently, the two projects have resumed construction. The Prime Minister requested the Ministry of Health to focus on directing the completion of the Viet Duc Hospital and Bach Mai Hospital 2 projects to put them into operation in 2025, striving to complete them in November 2025.

Notably, the attached document of the Government Inspectorate's published conclusion specifically named the responsibilities of the leaders of the Ministry of Health over each period.

Specifically, Ms. Nguyen Thi Kim Tien, Minister of Health from 2011 to 2019, was the person who directly signed decisions related to both projects in 2013 to 2017.

The waste of facilities 2 of Bach Mai and Viet Duc Hospitals is not only a loss of budget and finance but also a waste of people's health.

Projects that should have allowed people to benefit from medical treatment at "international standard" medical facilities have been abandoned and wasted for a long time.
