Attending the conference at the central bridge point of the Ministry of National Defense headquarters were comrades: Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army; Senior Lieutenant General Le Quang Minh, Deputy Director of the General Department of Politics of the Vietnam People's Army; leaders of general departments and agencies and units under the Ministry of National Defense.

At the conference, delegates discussed and clarified outstanding results in financial work in 2024 and pointed out existing problems and limitations; at the same time, proposed a number of measures to remove difficulties and obstacles for financial work in 2025.

In 2024, under the leadership and close direction of the Central Military Commission Standing Committee and the Minister of National Defense, the military finance sector has made efforts to overcome difficulties, proactively advised and proposed many effective solutions; promptly and reasonably balanced resources, fully met all regular and extraordinary spending requirements, and achieved many outstanding results.

Financial work has well met the requirements of regular and ad hoc tasks of the Army; closely following the State's financial management mechanism and the characteristics of national defense. Financial resources are balanced and tightly managed, with focus and key points, contributing to the successful implementation of military and national defense tasks.

Over the past year, the Finance Department (Ministry of National Defense) has actively researched and advised the Central Military Commission and the Ministry of National Defense to lead, direct, and manage the financial and budgetary fields in the Army flexibly and consistently. In addition, the Finance Department has also promptly issued many documents guiding and managing finance and budget in line with reality, promptly resolving problems in management mechanisms, regimes, and policies, improving the effectiveness and efficiency of financial and budgetary management in the Army.

Regarding revenue estimates, the Ministry of National Defense has promptly implemented measures to remove difficulties, support enterprises to develop production and business, increase revenue and contribute to the state budget. Units and enterprises have organized the implementation of the state budget revenue estimates in accordance with legal regulations, ensuring correct and sufficient collection. In 2024, units and enterprises in the entire army will collect and contribute to the state budget by 3.75% compared to 2023.

Units organize budget expenditures within the assigned budget estimates to ensure strictness, economy and efficiency; perform spending tasks according to assigned funding sources. Budget settlement work is carried out in accordance with the budget settlement review and financial supervision plan for 2024. The quality of accounting work of units is increasingly improved. The disbursement rate of public investment capital in 2024 in the entire Ministry of National Defense reaches 95% of the total average capital assigned, higher than the national average.

The management and use of capital and assets at enterprises have had positive changes. Capital and assets are used for the right purposes and effectively; State capital at enterprises is preserved and developed. As of December 31, 2024, total State capital at military enterprises increased by 5.7% compared to 2023.

Major General Do Dinh My, Deputy Director of the Department of Finance (Ministry of National Defense) reported on the results of implementing the financial and state budget tasks in 2024.

Concluding the conference, Senior Lieutenant General Vu Hai San acknowledged and commended agencies, units, and enterprises throughout the army for their efforts to overcome difficulties, comprehensively complete, and achieve many outstanding results in financial work in 2024.

Regarding the key financial tasks from now until the end of 2025, Senior Lieutenant General Vu Hai San requested the entire army to focus on implementing the State budget framework plan for regular spending on national defense for the period 2026-2030; the medium-term public investment plan from the State budget for the period 2026-2030 and the medium-term basic construction investment plan from the State budget for regular spending on national defense for the period 2026-2030. Strictly manage public assets after the merger adjustment, organize the two-level local government apparatus. Effectively use the investment budget for local military projects; speed up the disbursement of investment capital, thoroughly handle backlogged projects, and slow settlement of completed projects.

Senior Lieutenant General Vu Hai San noted that the functional agencies of the Ministry of National Defense must seriously implement the conclusion of the Minister of National Defense at the Conference on assigning tasks to agencies and units to deploy local military organizations when organizing the two-level local government apparatus; instructing units to strictly implement the management of public finances and assets, handover and reception during the process of transfer, merger, reorganization... to ensure compliance with the provisions of law and the Ministry of National Defense.

Units shall spend budget within the assigned budget estimate, ensuring strictness, economy and efficiency; increase savings in State budget expenditure; strive to disburse 100% of the capital plan and assigned budget estimate. Thoroughly save on expenses for organizing conferences and seminars; strictly manage and use expenses for purchasing equipment. Proactively balance within the assigned budget estimate to fully perform regular and extraordinary tasks; do not request the Ministry of National Defense to supplement the budget unless these are truly urgent and necessary tasks.
