On the morning of December 15th, General Secretary To Lam, along with National Assembly delegates from constituency No. 1 of Hanoi, met with voters from 11 wards: Dong Da, Kim Lien, Van Mieu - Quoc Tu Giam, Lang, O Cho Dua, Ba Dinh, Ngoc Ha, Giang Vo, Hai Ba Trung, Vinh Tuy, and Bach Mai.
All for the sake of a prosperous and happy life for the people.
Speaking at the conference, General Secretary To Lam said that the 10th session of the 15th National Assembly had promptly addressed important and urgent issues facing the country.
The General Secretary shared with voters that he had many mixed feelings while participating in the final voter outreach meeting of the 15th National Assembly term.
"While we are pleased that we have accomplished so much, we are also worried and concerned about how the country's development path will unfold in the coming term in order to achieve the three very important goals that the people are waiting for," the General Secretary said.
The first issue emphasized by the General Secretary is maintaining stability, ensuring independence, sovereignty, and territorial integrity, and keeping the country peaceful and secure. This is a particularly important and continuous task throughout all periods, for the nation to endure and develop sustainably.
The second issue is national development. The General Secretary affirmed that we cannot afford to lag behind any longer, because the world is moving very fast.
According to the General Secretary, Vietnam must move forward with the times, with the world, proactively integrate and contribute to world politics, the global economy, and human civilization. "We are fully capable of doing that," the General Secretary said.
The third issue is to continue improving the people's living standards. According to the General Secretary, even with peace, stability, and economic, cultural, and social development, the ultimate goal remains the people, ensuring their well-being, happiness, and health.
The General Secretary emphasized that these three tasks must be carried out simultaneously. This requires us to think and ponder what each individual and each organization can contribute to achieving these goals.
"This is not a task for any one person alone; no individual or organization can accomplish it without mobilizing the strength of the entire political system and the strength of the whole people," the General Secretary emphasized.

Regarding the results of the 15th National Assembly term, as well as the results of the 10th session, the General Secretary emphasized that the National Assembly has recently completed a very large volume of legislative work.
During the 40 working days of the 10th session, the National Assembly considered and passed 51 laws and 39 resolutions, demonstrating the immense workload and the urgent practical demands placed upon the National Assembly.
The General Secretary emphasized that he had requested a focus on removing bottlenecks, the biggest of which is the institutional framework. "If everything is banned and restricted, how can we unleash the people's potential, the productive forces, and create momentum for social development?" the General Secretary said.
The General Secretary emphasized the need to shift from the outdated "if you can't manage it, ban it" mindset to a constructive legal mindset that creates an environment for mobilizing resources from businesses, the people, and even the international community.
According to the General Secretary, in the coming period we will summarize 100 years of the country under the leadership of the Party, and summarize 40 years of implementing the Platform for National Development.
"Based on that, we will assess whether or not a comprehensive revision of the Constitution is necessary and will consider assigning this task to the 16th National Assembly," the General Secretary emphasized.
Local authorities at the commune and ward levels must resolve all issues for the people.
Regarding the two-tiered local government system, after five months of operation and continued stable and smooth functioning, the General Secretary stated that initial difficulties and obstacles have been identified and are being addressed by the Party, especially those related to the arrangement of professional staff, office arrangements, regulations, resources, policies, and the resolution of administrative procedures.
According to the General Secretary, the Central Committee and the Government are continuing to urge and reorganize public service units, medical facilities, and educational institutions, and improve the quality of operations at the commune and ward levels, as these are the most important levels, closest to the lives of the people, and responsible for resolving all of the people's issues.
He emphasized that at the grassroots level, people must find ways to avoid having to go to the provincial or central level. "In Hanoi, it might be relatively close, but in other localities, it's hundreds of kilometers away. How can people afford this? Everything must be resolved at the ward or commune level. The ward and commune levels must take responsibility for resolving this issue; they cannot shift the blame to higher levels," the General Secretary said.

The General Secretary stated that wherever people still have opinions or complaints, the ward or commune authorities must take responsibility. If it exceeds their authority, the ward or commune authorities must report to higher levels, to the city and to the central government; they cannot ignore it.
"Don't just say you can sue wherever you want; that's unacceptable and irresponsible. Communes and wards must resolve issues until they are resolved," the General Secretary said, commending Hanoi for its focus on decentralizing power, authority, and resources to communes and wards in a very short time, ensuring they have enough resources to operate.
Building a healthy online environment
At the conference, General Secretary To Lam also took the time to answer and share information on issues of particular concern to many voters, including cybersecurity, online fraud, and the use of AI to impersonate voices and images for fraudulent purposes and to tarnish the reputation of organizations and individuals.
"We will continue to take those opinions into consideration and direct relevant agencies to strengthen coordination in order to protect people in the digital space," the General Secretary said.

The General Secretary stated that Vietnam has recently signed and participated in international conventions on cybersecurity (Hanoi Convention), clearly demonstrating Vietnam's national responsibility to the international community. Cybercrime is a type of non-traditional security crime that requires the cooperation of the entire world.
According to the General Secretary, even large, powerful countries like the United States cannot solve the problem on their own, but must cooperate internationally because the crime may be in one country, but the fraudulent activity takes place in another, making the fight against it very complex.
According to the General Secretary, many cases have been handled very strictly recently. On the internet, truth and falsehood are mixed together, and fake information and misinformation still exist, although they have decreased significantly compared to before.
Therefore, the General Secretary emphasized that in addition to state management, it is necessary to strengthen the resilience of each citizen, enhance their awareness, fortitude, and vigilance when receiving information.
The General Secretary stated that in the past, before each Party Congress, online information was chaotic, with news spreading indiscriminately and causing disruption. Recently, new and more sophisticated forms have emerged, and authorities have recently dealt with and warned against many cases, including those involving individuals providing false information and aiding and abetting violations.
According to the General Secretary, there are people who make a living by spreading sensational news, causing public panic, soliciting donations, and profiting from the gullibility and naivety of others. "We must fight against and prevent such actions," the General Secretary said, emphasizing that we cannot allow a few individuals to distort social perceptions.
The General Secretary stated that recently, authorities have arrested and prosecuted individuals who provided false information from within the organization. This is a very dangerous act.
According to the General Secretary, nothing is more dangerous than betrayal from within, which damages the prestige of the Party and the State, and causes confusion among the people.
The General Secretary emphasized the need for resolute struggle to build a healthy online environment. This is a complex issue requiring the involvement of the entire system; everyone must take responsibility, and each individual citizen must be vigilant, selective about information, and not easily believe or share.
