General Secretary Nguyen Phu Trong, on behalf of the Party, State, and people of Vietnam, warmly welcomed President Vladimir Putin – who has always shown great affection and support for the Vietnamese people and Vietnam-Russia relations, and who directly worked with Vietnamese leaders to establish the Strategic Partnership, and later the Comprehensive Strategic Partnership, making many valuable contributions and support to the development of the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation.

General Secretary Nguyen Phu Trong highly appreciated President Vladimir Putin's 5th visit to Vietnam, which coincided with the 30th anniversary of the signing of the Treaty on the Basic Principles of Friendly Relations between the Socialist Republic of Vietnam and the Russian Federation (1994-2024) and the upcoming 75th anniversary of the establishment of diplomatic relations (1950-2025).

General Secretary Nguyen Phu Trong congratulated President Vladimir Putin on his re-election with a high number of votes, demonstrating the confidence of the Russian people in President Vladimir Putin's leadership in maintaining political and social stability, sustaining economic development, and implementing the foreign policy of the Russian Federation.

Regarding the situation in Vietnam, General Secretary Nguyen Phu Trong emphasized that the 13th National Congress of the Communist Party of Vietnam affirmed that the country has never before possessed such a foundation, potential, position, and international prestige as it does today. General Secretary Nguyen Phu Trong discussed the comprehensive and outstanding achievements over nearly 40 years of Doi Moi (Renovation), including nearly 15 years of implementing the Platform (supplemented and developed in 2011) for building the country during the transitional period to socialism, and inheriting the achievements of many years of struggle by the Vietnamese people.

In the coming period, Vietnam will strengthen its efforts to build upon its achievements, overcome limitations and difficulties, and realize the development goals and directions set forth in the Resolution of the 13th National Congress of the Party. These goals include Vietnam becoming a developing country with a modern industrial base and a high-middle income by 2030 (100th anniversary of the founding of the Party) and a developed country with a high income by 2045 (100th anniversary of the founding of the nation).

Vietnam has always valued its traditional relationship and comprehensive strategic partnership with Russia as a top priority in its foreign policy.

General Secretary Nguyen Phu Trong affirmed that Vietnam has always cherished the valuable support and assistance of the Soviet Union, including the former Russia and the Russian Federation today, in the struggle for independence, the two wars of resistance, national reunification, and in the subsequent cause of national construction and defense.

The General Secretary affirmed that Vietnam always values ​​its traditional relationship and comprehensive strategic partnership with Russia as a top priority in its foreign policy. Vietnam supports Russia's active contributions to the common work of the international community and its "Eastward Policy," while firmly believing that a peaceful, independent, and strong Vietnam with increasing prestige and standing is also consistent with Russia's long-term interests in the Asia-Pacific and the world.

General Secretary Nguyen Phu Trong emphasized that the world situation is rapidly and complexly changing towards a multipolar, multi-centered world order, requiring countries to pursue policies of peace, equality, non-confrontation, cooperation for development, and adherence to the United Nations Charter and international law. The international community needs to strengthen dialogue and bilateral and multilateral cooperation, with the United Nations at its center, to jointly promote socio-economic development and address traditional and non-traditional security challenges.

Vietnam hopes that President Vladimir Putin and the Russian Federation will continue to pay attention to and strongly support the maintenance of peace, stability, security, safety, freedom of navigation and overflight, the legitimate rights and interests of Vietnam, and the resolution of disputes in the East Sea through peaceful means in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), the implementation of the Declaration on the Conduct of Parties in the East Sea (DOC), and the early achievement of an effective and substantive Code of Conduct in the East Sea (COC).

General Secretary Nguyen Phu Trong discussed with President Vladimir Putin the implementation of an independent, self-reliant, diversified, and multilateral foreign policy, including strengthening relations with neighboring countries, and promoting and deepening bilateral cooperation with strategic partners, comprehensive partners, and other important partners. Vietnam consistently implements its "four no's" defense policy.

Vietnam is a friend and reliable partner of the Russian Federation; the relationship between the two countries has stood the test of time.

President Vladimir Putin expressed his pleasure at visiting Vietnam and meeting with General Secretary Nguyen Phu Trong, emphasizing that Vietnam is a friend and reliable partner of the Russian Federation; the relationship between the two countries has been tested over time; developing a comprehensive strategic partnership with Vietnam is a priority in Russia's foreign policy in the Asia-Pacific region; and expressing confidence that the visit will create new momentum in bilateral relations.

President Vladimir Putin highly appreciated the great achievements that Vietnam has made after nearly 40 years of implementing the reform process led by the Communist Party of Vietnam, headed by General Secretary Nguyen Phu Trong, continuously enhancing the position and prestige of the Vietnamese Party and State in the international arena.

President Vladimir Putin briefed General Secretary Nguyen Phu Trong on some key aspects of the situation in the Russian Federation and its foreign policy. Sharing General Secretary Nguyen Phu Trong's views, President Putin emphasized that resolving international and regional issues should be based on international law, the UN Charter, and the peaceful settlement of disputes. Regarding the South China Sea issue, President Putin supported a peaceful resolution based on international law. President Putin also addressed Russia's position on the conflict in Ukraine.

The two leaders expressed their pleasure that in recent times, relations between Vietnam and the Russian Federation have continued to develop positively, notably through good political and diplomatic relations, maintained economic and trade cooperation, strengthened defense and security cooperation, promoted cooperation in other fields, and increasingly effective relations between social organizations and people-to-people exchanges.

Building on the achievements already made, the two leaders exchanged in-depth views and agreed on major directions and measures to create momentum to promote bilateral cooperation in all fields in a comprehensive, in-depth, substantive, and effective manner, for the benefit of the people of both countries, and for peace and stability in the region and the world.

President Vladimir Putin expressed his agreement with the directions for cooperation proposed by General Secretary Nguyen Phu Trong. Both sides agreed to continue strengthening mutual understanding and trust, thereby promoting visits and exchanges at all levels through Party, State, and parliamentary channels; actively developing economic, trade, investment, scientific, and technical cooperation; and consolidating defense and security cooperation. They also agreed to jointly discuss and resolve difficulties and outstanding issues in accordance with international law and the specific conditions of each country.

Regarding the energy and oil and gas sectors, both sides agreed to facilitate the effective implementation of existing projects by enterprises of both countries, while also expanding investment projects with the participation of national oil and gas companies in the territories of both countries.

The two leaders also agreed to strengthen cooperation in other important areas such as agriculture, education and training, culture, tourism, people-to-people exchanges, and cooperation between the two countries' localities. The two leaders highly appreciated the significant contributions of the Vietnamese community in Russia, which serves as an important bridge for relations between the two countries.

General Secretary Nguyen Phu Trong requested that Russia continue to create favorable conditions for the Vietnamese community in Russia to work and live stably and long-term in Russia, contributing to strengthening the traditional friendship between the people of the two countries.

On this occasion, Vietnam and the Russian Federation issued a Joint Statement on deepening the comprehensive strategic partnership between Vietnam and the Russian Federation, based on the achievements of 30 years of implementing the Treaty on the Basic Principles of Friendly Relations between the Socialist Republic of Vietnam and the Russian Federation. The statement highly appreciated the important achievements of the bilateral relationship, affirmed the principles, and set forth directions to promote and strengthen cooperation and develop the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation, for the long-term benefit of the people of both countries, and for peace, security, and sustainable development in the region and the world.
