General Secretary To Lam witnessed the exchange of Vietnam-Laos cooperation documents.

Within the framework of the State visit to the Lao People's Democratic Republic, at noon on December 1, after the talks, General Secretary To Lam and General Secretary and President of Laos Thongloun Sisoulith, along with the high-ranking Vietnamese delegation, witnessed the handover ceremony of cooperation documents between the two countries.

Cooperation plan for 2026 between the Ministry of Public Security of Vietnam and the Ministry of Public Security of Laos;

Agreement between the Ministry of Public Security of Vietnam and the Ministry of Public Security of Laos on the construction of the Lao Ministry of Public Security Command Center project;

Cooperation plan for 2026 between the Ministry of National Defense of Vietnam and the Ministry of National Defense of Laos;

Memorandum of Understanding between the Ministry of Public Security of Vietnam and the Ministry of National Defense of Laos on the construction of key infrastructure between Laos and Vietnam;

Minutes of cooperation agreement between the Ministry of Foreign Affairs of Vietnam and the Ministry of Foreign Affairs of Laos for the period 2026-2030;

Minutes of cooperation agreement between the Ministry of Justice of Vietnam and the Ministry of Justice of Laos for the period 2026-2030;

Memorandum of Understanding on cooperation in key banking activities for the period 2026-2030;

Memorandum of Understanding between the Ministry of Industry and Trade of Vietnam and the Ministry of Industry and Trade of Laos on developing industrial chain linkages between Vietnam and Laos;

Cooperation agreement between Vietnam Television and the Central Propaganda Department of the Lao People's Revolutionary Party.

Minutes of cooperation agreement between the Ministry of Foreign Affairs of Vietnam and the Central External Relations Commission of the Lao People's Revolutionary Party for the period 2026-2030;

Cooperation agreement for the period 2026-2030 between Thanh Hoa province, Vietnam and Hua Phan province, Laos;

Memorandum of Understanding on strengthening cooperation in socio-economic development and ensuring border defense between the People's Committee of Da Nang City, Vietnam and the Government Committee of Sekong Province, Laos.

Over the years, along with the close political-diplomatic relationship, high trust, and overall orientation role for bilateral relations, defense-security cooperation continues to affirm its role as one of the important pillars of Vietnam-Laos relations. The two sides have maintained good coordination and information exchange mechanisms, maintaining a peaceful and stable environment for development in each country.

The two sides also made efforts to enhance and create strong changes in economic cooperation, especially effectively implementing key projects connecting the two economies, especially in transportation, energy, trade, investment, training and development of high-quality human resources and building sustainable supply chains.

Recently, trade and investment cooperation between the two countries has continued to record positive changes with turnover in the first 10 months of 2025 reaching nearly 2.5 billion USD, an increase of 50.4% compared to 2024, making Vietnam the third largest trade partner of Laos.

Vietnam currently has 274 investment projects in Laos with a total registered capital of over 5.8 billion USD. A number of transport infrastructure connection projects put into use are new steps in strategic linkages in development space, contributing to the development of the two countries. Other areas of cooperation such as education and training, culture, agriculture, etc. continue to be promoted, achieving many encouraging results.
