General Secretary To Lam works with the Central Propaganda Department on key tasks

On the afternoon of October 29, in Hanoi, General Secretary To Lam had a working session with the Central Propaganda Department on the implementation of propaganda tasks since the beginning of the 13th Party Congress term and the key directions and tasks in the coming time, especially from now until the 14th National Party Congress. Attending the meeting were comrades: Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department; Nguyen Duy Ngoc, Secretary of the Party Central Committee, Head of the Central Party Office; comrades representing the leaders of Party committees, the Central Party Office; leaders of the Central Propaganda Department; representatives of the leaders of departments and functional units of the Central Propaganda Department.

Propaganda work is deployed synchronously, closely following reality.

At the meeting, Comrade Lai Xuan Mon, member of the Party Central Committee, Deputy Head of the Central Propaganda Department, presented a summary report on the implementation of propaganda tasks since the beginning of the 13th Party Congress term to date; a number of key tasks from now until the end of the 13th Party Congress term. Since the beginning of the 13th Party Congress term to date, the Central Propaganda Department has proactively summarized practices, investigated public opinion, researched theories, and developed 52 topics and projects (total number of topics and projects implemented from the beginning of the term to the end of 2025), of which 23 topics and projects have been completed, advising the Politburo and the Secretariat to issue new documents, resolutions, directives, conclusions, and regulations of the Party; 2 topics and projects have been submitted to the Politburo to issue new documents; 9 completed projects and tasks have been reported to the Politburo and the Secretariat for direction on continued implementation; 18 topics and projects are being implemented on schedule until the end of 2025. The topics and projects ensure quality and are on schedule. The Central Propaganda Department proactively and actively participates effectively in drafting documents to be submitted to the 14th National Party Congress; Draft summarizing a number of theoretical and practical issues of 40 years of Innovation...; proactively deploying the development of the Strategy for ideological, cultural, scientific and educational work to 2030, with a vision to 2045, to be submitted to the 14th Politburo. The work of advising on the organization of research, study, dissemination, propaganda and implementation of important resolutions, directives, conclusions and regulations of the Central Executive Committee, the Politburo and the Secretariat has been proactively and promptly implemented, with many innovations, recognized and highly appreciated by all levels, sectors and the entire political system, thereby contributing to creating a real change in the awareness and actions of Party committees, Party organizations and Party members to effectively and substantially implement the Central's viewpoints, policies and guidelines. The promotion of studying and following Ho Chi Minh's ideology, morality and lifestyle in conjunction with the implementation of the resolutions of the 4th Central Conferences of the 11th and 12th terms, and the Conclusions of the 4th Central Conference of the 13th term have been directed with attention, creating a strong spread of studying and following Uncle Ho in society. In particular, the advice of the Politburo to issue Regulation 144-QD/TW on revolutionary ethical standards for cadres and party members in the new period is an important basis for educating and training revolutionary ethics, a basis for party committees, cadres and party members to voluntarily cultivate, train, "self-reflect", "self-correct", and uphold the honor and self-respect of party members. The work of protecting the Party's ideological foundation and fighting against erroneous and hostile information and viewpoints has been innovated in both content and form of struggle, creating strong changes and positive effects. The work of directing, orienting information, propaganda, investigation, and grasping public opinion... has become increasingly timely and proactive, thereby contributing to orienting public opinion in a healthy and positive way, creating a positive information flow that is the mainstream in the media space. Since the beginning of the term, the Central Propaganda Department has issued 120 guidelines, 350 plans, 46 documents and outlines to orient ideology and public opinion in many fields; conducted 33 surveys and public opinion polls; 40 quick reports providing information to Party and State leaders and Party committees at all levels. Information and propaganda on major holidays, important historical events of the country, and foreign affairs activities have been systematically planned, directed and oriented early, with focus and key points, creating highlights in information and propaganda. The work of advising on leadership and direction of cultural and artistic activities has been carried out in a methodical and in-depth manner, attracting great attention from Party committees and authorities in investing and supporting cultural and artistic activities. The work of advising on the field of science and education has been increasingly innovated, closely following the reality of social life and the requirements of the country in the new context. The report also highlighted eight key tasks of propaganda work from now until the end of the 13th National Party Congress. At the meeting, representatives of the agencies' leaders also exchanged many enthusiastic and responsible opinions; acknowledged the efforts of the Central Propaganda Department and the Propaganda sector in the past time; frankly mentioned a number of issues that need attention in the coming time, especially in the information and propaganda work on Party Congresses at all levels towards the 14th National Party Congress; strengthened information, propaganda, dissemination, and deepening the messages and instructions of General Secretary To Lam to cadres, party members and people.

General Secretary To Lam emphasized that since the Party was founded, especially after 40 years of renovation, our country has achieved great achievements. Independence, sovereignty, unity and territorial integrity have been firmly maintained; national and ethnic interests have been guaranteed. Achieving these achievements is the result of the joint efforts and extraordinary efforts of the entire Party, people and army under the correct, wise and talented leadership of the Party, including the important contributions of the Central Propaganda Department. In recent years, propaganda work has been deployed synchronously, gradually going into depth on the basis of closely following reality; actively advising the Party Central Committee to issue many resolutions, directives, conclusions and regulations of the Party on politics, ideology, ethics and propaganda work, including new and unprecedented issues. The work of propagating the Party's guidelines and policies, the State's laws and policies, foreign information, and grasping the ideological situation and public opinion has been carried out quite systematically; the orientation of information and communication has been more proactive and effective, both in real space and cyberspace... The Central Propaganda Department has mobilized the participation of press and media agencies from the Central to local levels, gradually building and consolidating the information and communication posture, creating a mainstream information flow, overwhelming negative and untrue information, creating consensus, arousing the will and determination of the entire Party, the entire people, and the entire army to effectively carry out revolutionary tasks in the new period. Science and education work continues to be innovated in the direction of closely following reality, synchronously and comprehensively implementing all areas of social life... General Secretary To Lam also pointed out the issues that the Central Propaganda Department and the Propaganda sector need to urgently and resolutely pay attention to and resolve to overcome the shortcomings and limitations mentioned above. In the coming time, General Secretary To Lam requested that it is necessary to unify the perception that propaganda work is the work of the Party, of Party committees at all levels, Party organizations, each Party cell and Party member. The Central Propaganda Department must play a good role in advising, coordinating, urging and guiding the entire Party, first of all each Party cell and each Party member, to do this work well. Through Party cells and Party members, to propagate, concretize and organize the implementation of the Party's policies, set an example for the masses to follow, and guide the masses to implement; grasp and promptly handle early, from the beginning, the emerging concerns in each locality and field that affect the ideology and mood of society; fight against wrong, hostile and distorted viewpoints right from the grassroots. General Secretary To Lam suggested that the goal of propaganda work in the new revolutionary period must create clarity, solidarity, unanimity, and a competitive atmosphere in the entire Party, people, and army to implement the Party's policies and viewpoints and the State's policies and laws. Propaganda work must make the Party and State's viewpoints penetrate deeply into the hearts and minds of each Party member and each citizen, arouse the will, motivate the entire people to act with determination, promote patriotism, the spirit of great national solidarity; the spirit of self-reliance, self-improvement, creativity, create a revolutionary action movement of the entire Party, people, and army to successfully implement the strategic goals of 100 years under the Party's leadership, 100 years of the country's founding; and defeat all plots and activities of sabotage of the ideology of hostile and reactionary forces. General Secretary To Lam proposed to continue to strongly innovate propaganda work in the direction of being proactive, close to reality, sensitive, detecting and promptly advising the Party to effectively resolve emerging practical issues. Strongly innovate propaganda work, bring the Party's guidelines and policies, the State's laws and policies into life in a practical direction, reduce conferences and meetings; closely follow the practical life of the people, suitable to the characteristics of each industry, each field, region, and area to have a way of doing things that is suitable to the breath of social life. Propaganda work must have specific steps, roadmaps, roles, at the right time, in the right place, accurately and effectively communicated to all people, creating the most beneficial media battlefield, achieving high consensus of the people, so that people understand, people believe, people grasp, people agree, people are determined to implement the goals, viewpoints, and orientations. The General Secretary emphasized the need to better promote the role of propaganda, focusing on building a team of "pen warriors" who are sharp in theory, have a deep understanding of practice, with a series of articles that are combative, educational, and highly persuasive, creating consensus in implementing major policies, solving pressing issues, and having the ability to spread among the people, sharply refuting erroneous viewpoints. Mobilize the participation of the entire political system, all levels, all sectors, and all people in protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints. Organize and effectively implement regulations on responsibilities and powers. If the team of cadres doing propaganda is not substantial, not sincere, not innovative, and not creative, it will not reach the hearts of the people. The enemy of propaganda is dogma, words that do not match actions, the General Secretary noted. The General Secretary pointed out that it is necessary to deeply grasp the ideological situation of cadres, party members, people and public opinion, and the pressing issues that have arisen. Agencies need to cooperate with each other to grasp the wishes and aspirations of the people, especially before strategic policies, and advise the Party to promptly resolve pressing issues and meet the legitimate aspirations of the people. Focus on grasping the situation, do a better job of advising the Party on strategic policies on science and education, especially health care, education and social security. Actively study and propose to the Party policies on culture, ensuring that culture truly becomes a guiding light for the entire Party, the entire people and the entire army to successfully implement the Party's strategic goals, contributing more and more to human civilization. General Secretary To Lam requested that we focus on building a team of propaganda cadres who are truly steadfast soldiers on the Party's ideological and propaganda front, united, creative, wholeheartedly serving the Fatherland and the people. Building a team of intellectuals, scientists, educators, artists, with leading works and works of national and international stature.
