The document conveying the opinion of General Secretary To Lam commended the spirit of effort, responsibility, creativity, and urgency of the entire political system, investors, consultants, supervisors, and officers, engineers, and workers at the construction site of the Long Thanh airport investment and construction project, including the outstanding efforts of the Airports Corporation of Vietnam (ACV)...
Emphasizing that Long Thanh airport plays a strategic role in the country's socio-economic development, General Secretary To Lam requested all levels, sectors and ACV to clearly identify a number of major orientations and key tasks and solutions as follows:
Regarding national, regional and international competitiveness, Long Thanh airport must be built and operated with the spirit of surpassing, being different, being a pioneer, being a new model of modern, sustainable and smart aviation infrastructure. Therefore, ministries, branches and investors coordinate to build a set of criteria to assess the international competitiveness of Long Thanh airport...
The goal is to make Long Thanh airport the most attractive aviation destination in Southeast Asia, comparable to and surpassing leading airports in the region.
The General Secretary also requested the Ministry of Construction, the Ministry of Finance and ACV to continue evaluating the overall effectiveness of the project, not only in terms of finance but also in terms of socio-economic, environmental, defense and security efficiency. It is determined that each investment capital in Long Thanh must bring greater spillover value to the region and the country (contributing to GDP growth, employment, technology and human resource development).
At the same time, continue to strictly control quality, safety, prevent corruption and waste, ensuring Long Thanh airport is truly a transparent and effective "project of the century"...

Ho Chi Minh City and Dong Nai need to synchronize with the same standards and policies.
Regarding the synchronous development of regional connectivity and the aviation service ecosystem, the General Secretary suggested that ministries, branches and localities focus on three major groups of solutions:
Firstly, ensure multi-modal infrastructure connectivity between the subdivisions and central urban areas of Ho Chi Minh City with Dong Nai (central Ho Chi Minh City - Bien Hoa - Long Thanh - Vung Tau).
That is to speed up the progress, soon complete the Bien Hoa - Vung Tau, Ben Luc, Long Thanh expressways and Ho Chi Minh City's Ring Roads 3 and 4; soon start the Thu Thiem - Long Thanh light rail line and the Suoi Tien - Dong Nai Provincial Administrative Center - Long Thanh Airport metro line connecting Ho Chi Minh City's inner city metro directly with Long Thanh Airport; plan an inter-regional passenger transfer and logistics center right at the airport area.

"Strategic infrastructure connection projects serving Long Thanh airport and regional connection between Ho Chi Minh City and Dong Nai need to be implemented synchronously with the same standards, policies and relevant legal regulations," the conclusion clearly stated the General Secretary's opinion.
Second, build a modern and synchronous aviation service ecosystem . Specifically, build accommodation areas, hotels, conference centers, trade, healthcare, training, maintenance, technical logistics, logistics, duty-free zones and supporting financial services, aiming to form "Long Thanh Airport City", becoming a service, logistics and transit center in Southeast Asia.
Third, increase the international appeal of Long Thanh . Specifically, soon develop a policy to attract international airlines to exploit. There must be a mechanism for fees, charges, ground services, maintenance, international freight transit... to make Long Thanh airport a priority destination for international airlines, a new gateway of Vietnam to the world.
"International passengers coming to Vietnam choose Long Thanh because of its convenience, utility and satisfaction. International airlines choose Long Thanh because of its efficiency, service quality and attractive investment environment...", the General Secretary concluded and requested ministries and branches to implement the above goals.
