According to initial information, the 7-seat car was traveling when the floodwaters rose high and swept it into a dangerous area. The car owner was from another area and did not know the flooding and strong currents in the area.
Upon receiving the news, the rescue force of Nong Son commune immediately deployed an approach plan.

Mr. Nguyen Xuan Dieu, Commander of the Military Command of Nong Son Commune, said that the unit had mobilized nearly 10 officers, militiamen and specialized canoes to the scene. The force used ropes to secure the vehicle, approached to bring the driver out safely and organized to pull the car to shore.

Mr. Ly Xuan Phong, Chairman of the People's Committee of Nong Son Commune, said that due to the heavy rains of the past few days, the commune authorities had set up checkpoints, temporarily banning people and vehicles from passing through high-risk areas. By the morning of November 19, the rain had lessened and the water had receded, so some roads were now open to traffic again.
However, because Nong Son commune is located downstream of Thu Bon river, the water level often changes abnormally due to regulation from upstream hydropower plants and water flowing from rivers and streams, posing many potential safety risks.

At the time of the incident, the authorities were helping people clean up the mud after the flood. Upon receiving the news, the authorities immediately mobilized human resources and equipment to promptly rescue people and ensure the safety of people and property.
