
Currently, the state budget supports 50% of the contribution for students participating in health insurance. Recently, the People's Council of Ho Chi Minh City issued a resolution to support health insurance contributions for the elderly and students.
Accordingly, the city budget supports an additional 50% of the health insurance premium for high school students; students of general education programs, including: students studying the continuing education program at junior high school level and students studying the continuing education program at high school level in public and non-public educational institutions in Ho Chi Minh City (collectively referred to as students).
Thus, from November 14, 2025, students in Ho Chi Minh City will receive 100% budget support for health insurance contributions (Central policy 50%, city policy 50%).
To promptly implement the resolution of the HCMC People's Council and ensure the rights of students, the HCMC Social Insurance Agency requests educational institutions to make a list of students who do not have health insurance cards (in 2025) and send it to the Social Insurance agency to issue health insurance cards to them before November 30.
Schools and educational institutions must send a list of students studying at the school in the 2025-2026 school year to the Social Insurance agency before December 20, 2025, to issue and renew health insurance cards valid from January 1, 2026.
For schools and educational institutions that have collected health insurance premiums to issue health insurance cards for 2026, the collected amount will be refunded to the parents of students. In case the 2026 health insurance premium has been temporarily transferred to the social insurance agency's account, contact the social insurance agency to complete the procedure to refund the transferred amount. After receiving the money, the educational institutions will immediately refund the collected amount to the parents of students.
