On January 12, at the Party Central Committee Headquarters, General Secretary To Lam received a high-ranking delegation from the Lao Ministry of Public Security led by General Vilay Lakhamphong, Politburo member, Deputy Prime Minister, and Minister of Public Security of Laos, who is on a working visit to Vietnam.
General Secretary To Lam highly appreciated the significance of Comrade Vilay Lakhamphong's visit, contributing to concretizing the high-level agreement on security and defense cooperation between the two countries, further deepening the special solidarity relationship between Vietnam and Laos.
General Secretary To Lam warmly congratulated and highly appreciated the important achievements that Laos has made in recent times, especially the implementation of the Resolution of the 11th National Party Congress, in which political stability was maintained, national defense and security were consolidated, Laos' socio-economic development had many positive highlights, foreign affairs achieved many achievements and made an impression with the successful assumption of the position of ASEAN Chair, AIPA 45 Chair, contributing to enhancing Laos' position and prestige in the international and regional arenas. These are important foundations for Laos to prepare and organize well the Congresses at all levels towards the successful organization of the 12th National Party Congress.
General Secretary To Lam expressed his delight at the positive development of the Vietnam-Laos relationship, including the important contributions of the security forces of the two countries; affirmed that Vietnam always attaches importance to and gives the highest priority to consolidating and strengthening the special solidarity relationship between Vietnam and Laos, considering this a strategic task of vital significance to the development of each country; emphasized that Vietnam consistently supports Laos' development, is ready to share experiences with Laos in all fields, and that Vietnam and Laos will firmly hold hands and develop together.
The General Secretary highly appreciated the close and effective cooperation between the two Ministries of Public Security, which is worthy of being one of the pillars in the relationship between the two countries, contributing to maintaining security, order and social safety in each country. The General Secretary suggested that in the coming time, the Ministries of Public Security of the two countries should continue to promote good traditions, increase mutual support and assistance, closely coordinate, enhance information exchange, work experience, grasp the situation, coordinate effectively to fight against sabotage activities of hostile forces; closely cooperate in preventing and combating peaceful evolution, violent overthrow, preventing and combating transnational crimes, especially drug crimes, ... ensuring security, order and building a peaceful, stable and developing border between the two countries; the two sides are determined and persistent in not allowing hostile forces to take advantage of the territory of one country to sabotage the other.
On this occasion, General Secretary To Lam conveyed his warm regards and best wishes to General Secretary and President Thongloun Sisoulith and other senior leaders of Laos.
Comrade Vilay Lakhamphong thanked General Secretary To Lam for taking the time to receive the delegation; respectfully conveyed the greetings of General Secretary and President Thongloun Sisoulith to General Secretary To Lam; congratulated the important achievements that the Vietnamese people have achieved in recent times; expressed his belief that under the leadership of the Communist Party of Vietnam headed by General Secretary To Lam, the Vietnamese people will continue to gain many new and greater achievements, successfully implement the Resolution of the 13th National Party Congress, successfully organize Party Congresses at all levels towards the 14th National Party Congress in early 2026.

Comrade Vilay Lakhamphong informed General Secretary To Lam about the recent situation in Laos, the implementation of the Resolution of the 11th National Congress, the cooperation between the two Ministries of Public Security; expressed gratitude for the positive assessments of the relationship between the two Parties and the two countries and the cooperation between the two Ministries of Public Security as well as the security and defense forces of the two countries. Comrade Vilay Lakhamphong affirmed that the Lao Ministry of Public Security will continue to promote its tradition, closely coordinate with the Vietnamese Ministry of Public Security in firmly protecting national security, maintaining social order and safety in all circumstances, contributing to consolidating and strengthening the special relationship between Laos and Vietnam.
The Ministry of Public Security of Vietnam and Laos elevates cooperation
On the morning of January 12, in Hanoi, General Luong Tam Quang, Politburo member, Minister of Public Security and General Vilay Lakhamphong, Politburo member, Deputy Prime Minister, Minister of Public Security of Laos, co-chaired the Conference to review the implementation of the cooperation plan for 2024 between the Ministry of Public Security of Vietnam and the Ministry of Public Security of Laos.
Over the past year, the world and regional situation has had many complex and unpredictable developments, significantly affecting the socio-economic development as well as the work of ensuring security and order between the two countries. Under the close direction of the leaders of the two Ministries, the Vietnam - Laos Public Security Forces have successfully completed the task of ensuring national security and social order and safety. The two sides have coordinated to organize and effectively implement the results of the 14th Vietnam - Laos Security Cooperation Conference with many important contents, serving the work of ensuring security and order in each country.
Along with that, the two sides have effectively deployed the fight against transnational organized crimes such as drug crimes, human trafficking crimes, and judicial assistance in criminal matters; and successfully coordinated the organization of the "Bilateral Ministerial Conference on Cooperation in Crime Prevention and Control, Maintaining Social Order and Security".
In addition, cooperation between the two sides in the field of preventing and combating illegal immigration; high-tech crimes, online fraud, etc. has also achieved many positive results. These results have significantly contributed to the cause of national construction and development as well as preserving and fostering the great tradition of friendship, special solidarity and comprehensive cooperation between the people of the two countries in general and between the two countries' police forces in particular.
At the end of the conference, Minister Luong Tam Quang and Deputy Prime Minister and Minister Vilay Lakhamphong signed the 2025 cooperation plan between the two ministries.
Accordingly, the two sides seriously accepted and concretized the cooperation program in 2025 to enhance the relationship between the Ministry of Public Security of Vietnam and the Ministry of Public Security of Laos in accordance with the common perception agreed upon by the leaders of the Party and State of the two countries on the occasion of the State visit of General Secretary To Lam (then President) to Laos in July 2024.
Accordingly, the two sides will strengthen the pillar of security cooperation, ensure a solid support for each other, pay attention to protecting each other's legitimate interests, and jointly deal with increasingly diverse and complex security challenges. In addition, the police forces of the two countries need to maintain a mechanism for exchanging information and situations at different levels. At the same time, continue to discuss the plots, tricks and activities of hostile forces and subjects that sabotage the national security, order and social safety of the two countries.
The two sides cooperate closely in protecting political security, fighting against sabotage activities and violations of national security by foreign special agencies; plotting "peaceful evolution" activities; coordinating to verify subjects with activities that violate the national security of Vietnam and Laos. The two sides coordinate to ensure security for visits by high-ranking leaders of the two countries; ensuring security and safety for citizens of one country living, working and studying in the other country.
The two sides coordinate to exchange information and capture wanted criminals of one country hiding in the other country; coordinate with relevant ministries and branches to effectively implement the contents of the Agreement between the two countries on preventing and combating human trafficking and protecting victims of trafficking...
At the invitation of General Luong Tam Quang, Politburo member and Minister of Public Security, from January 11 to 13, a high-ranking delegation of the Lao Ministry of Public Security led by General Vilay Lakhamphong, Politburo member, Deputy Prime Minister and Minister of Public Security of Laos, paid an official visit to Vietnam and attended the conference to review the implementation of the cooperation plan for 2024 and sign the cooperation plan for 2025 between the two countries' Ministries of Public Security.
