General rehearsal of fire fighting and rescue plan, mobilizing many forces and vehicles to participate at the provincial level

- On the morning of October 24, the Steering Committee for Fire Fighting and Rescue Practice (CC&CNCH) mobilized many forces and vehicles to participate at Lang Son Provincial General Hospital (BCD) and organized a general rehearsal of the plan as planned. This was the last training session to prepare for the official plan practice on October 26.

The program was attended by members of the provincial training steering committee including departments, branches, sectors, units and enterprises in the province. The head of the provincial fire prevention and fighting and rescue command (PCCC&CNCH) commanded the rehearsal and related forces.

The practice rehearsal mobilized more than 500 people and nearly 50 cars and modern vehicles to participate in the practice.

According to the hypothetical situation, at 8:00 a.m. on October 26, a fire broke out in the medical alcohol storage area of the Provincial General Hospital. The fire alarm system and automatic fire extinguishing system were under maintenance and repair and were not working, so the fire quickly developed into a large fire, spreading to surrounding rooms, down to the floors below through electrical wires, heat radiation... the fire emitted a lot of toxic smoke and gas, making it difficult for fire prevention and rescue work.

At the same time, the kitchen staff working in the kitchen on the 4th floor of building A heard the fire alarm and panicked, running outside, causing the gas pipe of the gas stove to fall off, causing gas to leak out and meet the heat source, burning the entire 4th floor of building A and 2 adjacent rooms on the 4th floor of building E, threatening to spread to other buildings... The fire trapped many people at the scene and posed a risk to human health and life.

To extinguish the fire and carry out rescue and relief operations in a hypothetical situation, the Command Board deployed a 3-phase scenario. In which, phase 1: when the fire was detected, the grassroots fire prevention and rescue force organized information, alarmed and mobilized forces to participate in fire fighting; phase 2: Lang Son Power Company, fire prevention and rescue force, fire fighting commander took over fire fighting command from the grassroots force; phase 3: Fire prevention and rescue police team of areas I, II, III, IV and mobilized forces including Na Duong Thermal Power Company - TKV, Lang Son Water Supply and Drainage Joint Stock Company, Huy Hoang Company Limited were present at the scene to put out the fire.

After extinguishing the fire, the police and prosecutors will carry out the procedure of protecting the scene and conducting a crime scene investigation according to regulations to determine the cause of the fire. Phase 4 is the end of fire fighting, phase 5 is to organize a meeting to review the experience.

The rehearsal was evaluated as a great success by the members of the Provincial Fire Prevention and Rescue Steering Committee. The participating forces basically followed the scenario and the simulated situations that had been built. At the same time, the rehearsal was conducted in a timely manner, ensuring the absolute safety of people and equipment.

After the rehearsal, the Steering Committee and the Internship Command Board commented on some existing issues that need to be overcome, such as: the provision of masks and clothing for the mass forces is not yet uniform; the attitude of some mass forces in implementing the exercise is not serious (using phones to film and take pictures); the use of signal flares in each stage needs to be reviewed to ensure safety...
