- On the morning of October 24, the Standing Committee of the Provincial Vietnam Fatherland Front Committee held a conference to provide social feedback on the draft Resolution of the Provincial People's Council on the regulation of additional support for social insurance contributions for voluntary social insurance participants in the period 2025 - 2030 in the province.
Comrade Nguyen Thi Hong Van, member of the Provincial Party Committee, Vice Chairwoman of the Provincial Vietnam Fatherland Front Committee chaired the conference. Attending the conference were leaders of relevant departments and branches, representatives of socio- political organizations of the province, specialized departments, advisory councils of the Provincial Vietnam Fatherland Front Committee and People's Committees of some communes, wards and residential blocks in the area.

At the conference, a representative of the Department of Home Affairs (the agency in charge of advising on the draft Resolution) presented a proposal and reported on the implementation of relevant policies. Accordingly, by the end of June 2025, the whole province had more than 144,700 people participating in social insurance, reaching 43.2% of the working-age workforce. Of which, the number of people participating in voluntary social insurance in reality still accounts for a very small proportion (4.88%) compared to the province's workforce, with the current average contribution level of about 493 thousand VND/month. The main reason is that the employment situation and income of workers are still unstable, income is not high, and the cost of participating in social insurance exceeds the capacity of workers, especially workers without labor relations.

To reduce financial burdens, expand access and participation for all subjects, and achieve the goal of having over 60% of the working-age workforce participating in social insurance by 2030, the draft Resolution proposes that the provincial budget support additional voluntary social insurance contributions in addition to the State's support.

Specifically: 20% support for poor households; 15% for near-poor households; 30% for people directly participating in activities in villages and residential groups; 10% for ethnic minorities living in extremely difficult areas and other subjects. Maximum support period is 5 years (60 months), funded from the provincial budget.

At the conference, delegates highly appreciated the humane and practical nature of the policy, contributing to expanding social insurance coverage, ensuring social security, and at the same time showing the province's concern for workers in difficult circumstances, people working at grassroots levels, and in remote areas.
The conference recorded 15 opposing opinions, of which 13 were directly presented at the conference hall and 2 were sent in writing. Some opinions requested the drafting agency to clarify the basis for funding allocation, funding support methods, and criteria for determining beneficiaries to ensure fairness and feasibility; and to strengthen propaganda so that people clearly understand their rights and proactively participate...
During the program, the leaders of the Department of Home Affairs provided additional information, explained and clarified issues related to the content being debated and accepted opinions to adjust and supplement the draft resolution.

Speaking at the conference, the leader of the Provincial Vietnam Fatherland Front Committee highly appreciated the sense of responsibility, affirming that the opposing opinions were very profound and dedicated, demonstrating careful research of current regulations and connection to the practical life of the people. The opposing opinions will be compiled by the Standing Committee of the Provincial Vietnam Fatherland Front Committee and sent to the drafting agency for research and acceptance to perfect the draft Resolution before submitting it to the Provincial People's Council for consideration at the meeting at the end of 2025.
