FPT General Director: Technology helps Quang Ninh pioneer in the journey of reorganizing the country

On the morning of July 1, 2025, in a solemn and urgent atmosphere at administrative centers across the province, Quang Ninh officially put into operation the two-level local government model (province - commune) and the one-level Public Administration Service Center model. This is a historic turning point in the national administrative reform process - a true "reorganization of the country", when not only restructuring the organizational apparatus, but also creating a new, modern and people-centered operating platform.

Accompanying Quang Ninh in this comprehensive transformation is FPT Corporation - a strategic technology partner that has been with the province for more than a decade. FPT not only participates in building technical infrastructure but also directly deploys core systems to serve people, businesses and the government according to the Government's direction and referring to typical international models.

Speaking at the event, Mr. Nguyen Van Khoa - General Director of FPT Corporation - shared: "Today is a great day, marking an important historical milestone, opening a new development stage in the process of perfecting the state administrative apparatus. The strong application of digital technology to accompany the Party and State in improving national governance capacity - that is FPT's top mission in the new era".

The cooperative relationship between FPT and Quang Ninh began in 2013, when the two sides jointly built the first e-Government model in Vietnam. Based on a deep understanding of local characteristics, FPT has continuously developed and upgraded its technology system, making Quang Ninh the leading locality in the country in applying technology in state management and serving the people.

In this comprehensive reform, FPT has designed and deployed three key technology systems: Digital Station integrated with personal electronic identification wallet; Online reception - queuing system centrally managed for the whole province; and New generation administrative procedure settlement information system, allowing processing of records regardless of administrative boundaries, electronic throughout the process, returning results via identification wallet.

On the very first day of the model’s operation, nearly 80 FPT engineers were present in 54 communes, wards and special zones to provide technical support, ensuring the system operates smoothly and stably. In Dong Trieu city – an area with many changes in administrative organization – Chairman of the Provincial People’s Committee Pham Duc An directly inspected the activities at the Dong Trieu Ward Public Administration Service Center, where FPT’s technology systems have demonstrated remarkable effectiveness.

The atmosphere on the first day of implementing the new model was very exciting and positive, from both the people and the staff.

Mr. Tran Van Hong, a resident of Zone 2 Bac Ma (An Sinh Ward), was one of the first citizens to come to carry out administrative procedures on the first day of operating the new model. After completing the procedures related to land documents, Mr. Hong shared with obvious joy:

"Today's experience is quite different from before. All procedures are now much faster - many steps have been eliminated, and the staff is also very supportive. The application of information technology to the new administrative system helps the processing to be quick, no longer delayed like before."

Sharing the same excitement, Mr. Pham Van Kien - a professional civil servant at the Dong Trieu Ward Public Administration Service Center - said that this is an important milestone not only for the locality but also for the entire national administrative system. "As a newly appointed officer at the center, my clear feeling on the first day of July 1 is the excitement and eagerness of both the officers and the people. We are very happy to directly participate in the two-level government model - something that the whole country is transforming to implement. In particular, the new electronic administrative software system deployed by FPT has created many advantages: the number picking software and the digitized counters are all clear and streamlined, helping the work go more smoothly, and people do not have to wait as long as before."

With a modern technology platform and streamlined organizational structure, the new administrative model in Quang Ninh is showing its effectiveness right from the first hours. Not only does it help people save time and costs when completing procedures, the system also improves service quality, creating conditions for localities to promote their proactive role, close to the people, and close to reality.

The atmosphere of satisfaction and expectation of the people on the first day of implementation is a clear proof of the right direction of Quang Ninh in administrative reform - with the technological companionship of leading corporations such as FPT.
