In 2024, the Lam Hoang extended road project will be implemented with a total investment of more than 53 billion VND, invested by the Hue City Traffic Construction Investment Project Management Board. The project starts at the intersection with Pham Van Dong Street and ends at the intersection with the concrete road along the Nhu Y River, with a total route length of about 231m.
Since the start of construction, the construction volume of the project has only been carried out in the area with a construction site of 70m long at the beginning of the route intersecting with Pham Van Dong Street, including items such as stone powder filling, K98 soil filling, installation of longitudinal drainage culverts, 680m2 of asphalt concrete... with a value of about 680 million VND. Due to land clearance problems, the Lam Hoang extended road project has been suspended for nearly a year.
Another project is the coastal road and bridge across Thuan An estuary phase 1 invested by the Hue City Traffic Construction Investment Project Management Board. The project has a total investment of VND 2,400 billion, started construction in March 2022, implemented over a period of 3 years by a consortium of contractors Tan Nam Construction Joint Stock Company - Dat Phuong Group Joint Stock Company - Hoa Binh 479 Company. The route is nearly 8km long, of which the bridge is about 2.36km long, the cross-section of the route is 26m, and the width is 20m. To date, the total capital allocated for the project is more than VND 2,141 billion. The total disbursed capital of the project is more than VND 1,980 billion. Of which, in 2025, more than VND 214.6 billion was disbursed, reaching about 57.15%.
The Thuan An seaport overpass is expected to be technically open to traffic on September 2nd, however, the work of site clearance for the approach road to the bridgehead is still facing many difficulties. According to the report of the Investment and Construction Project Management Board of Area 1, there are still difficulties related to the resettlement needs of some households.
Specifically, according to the Project Management Board, the area of land acquisition for phase 1 of the project belongs to Hai Duong commune and Thuan An ward (old), now Thuan An ward. The total area of land acquired is about 317,187m2. Hai Duong commune (old) acquired about 196,186m2, affecting about 600 tombs, rice fields and aquaculture land of 180 households. Thuan An ward (old) acquired about 121,000m2, affecting 4.1ha of protective forest land, 300 built tombs and houses and architectural structures of about 229 households and is expected to arrange resettlement for 120 households. The land acquisition work has been carried out by the City Land Fund Development Center (old) since March 2022 and has so far been completed in the area of Hai Duong commune (old).
In Thuan An ward alone, for residential land, the total number of households with residential land that need to be cleared is 229 households. Of these, 120 cases must be resettled. Within the 600m range from M2 pier, the site has been completed and handed over to the construction unit; the next 500m section to Hoang Sa intersection has approved 67 cases (2 cases have not been approved), the remaining section has a total of 98 affected households, 68 households have been approved and 30 cases have not been approved because the land appraisal has not been completed, so the households have not yet handed over the site. For the national defense land (Thuan An field airport), there is currently a zoning plan for Thuan An ward, but there is no zoning plan for Phu Hai commune, so adjustments have not been made.
Regarding the site clearance work for the Thuan An seaport overpass project, recently, Vice Chairman of the City People's Committee Hoang Hai Minh requested functional agencies, especially the Thuan An ward government, to step up propaganda, mobilization, and timely handling of arising issues, ensuring publicity, transparency, and creating consensus among the people. Vice Chairman Hoang Hai Minh also directed the establishment of a site clearance mobilization team including: Party Secretary, leaders of the ward People's Committee, police force, and front organizations and unions to directly meet and mobilize people to agree with the Party's policies and the State's laws to promptly hand over the site; coordinate with the Project Management Board to complete procedures, remove obstacles, speed up disbursement, and soon put Thuan An bridge into use.
