A 291-page report by three US House committees alleges that Mr. Biden used his influence to enrich himself and family members through foreign business deals starting in 2014, when he was vice president, according to Reuters.
"The committees present this report to the House for its assessment and consideration of appropriate next steps," the report said.

According to US House investigators, Mr. Biden used his influence to influence his son, Mr. Hunter Biden, in business dealings with partners from Ukraine, China, Russia and several other countries. There is currently no information about Mr. Biden's reaction.
Hunter Biden has been convicted of lying about illegal drug use to buy guns and is awaiting trial on tax evasion charges, including allegations that he took money from a Romanian businessman who sought to influence US government agencies involved in a criminal investigation in Romania, according to Reuters.
It is unclear whether Republican House Speaker Mike Johnson will schedule a vote to impeach Mr Biden in the weeks before the November 5 US presidential election.
Even if the Republican-controlled House of Representatives passes such an impeachment measure, it is unlikely that President Biden will be removed from office, as he would need to be convicted by the Senate, which is controlled by his own Democratic Party with a 51-49 vote.
A similar impeachment by the US House of Representatives against President Biden's top official, US Homeland Security Secretary Alejandro Mayorkas, was quickly blocked by the US Senate in April, according to Reuters.
