Ho Chi Minh City: Anaphylactic shock after liposuction and nose job at illegal cosmetic facility

Two establishments in District 1 and Thu Duc City (HCMC) illegally performed cosmetic surgery, causing complications for customers, then evaded responsibility.

On October 25, information from the Ho Chi Minh City Department of Health said that, in the face of the situation of illegal cosmetic practices, causing serious consequences to people's health, showing signs of assaulting people, avoiding and fleeing when causing complications for customers at "illegal" establishments, the Department of Health will transfer the files of these cases to the Ho Chi Minh City Police to investigate, clarify and strictly handle according to the law.

Suspected anaphylactic shock after liposuction, fight with family

According to the Department of Health, the first case occurred at Kim An Beauty Salon Company Limited located at 148C Tran Quang Khai, Tan Dinh Ward, District 1, Ho Chi Minh City.

On the morning of October 23, 2024, the Department of Health's special task force received information from the 115 Emergency Center about a patient suspected of having anaphylactic shock after liposuction at a facility in District 1.

Previously, on the afternoon of October 22, the patient came to this facility and was received by BTL staff (8th grade, no medical degree), weighed the patient's fat condition, and advised the patient to undergo liposuction surgery for 30 million (the patient had paid 17 million). Then, they ordered a quick blood sugar test, a quick HIV test, a Quick urine test, and LTTN staff (also no medical degree) performed the tests and read the test results. The patient underwent liposuction surgery on the 5th floor performed by Mr. D. The surgery started at 6:00 p.m. and ended around 8:30 p.m. the same day. After that, when the patient was found to be lethargic and slow to respond, his family called the Tan Dinh Ward Police.

Receiving information about a fight between the patient's family and the facility, and a customer having an accident during liposuction, Tan Dinh Ward Police (District 1) detained the individuals for investigation and contacted the 115 Emergency Center to provide emergency care to the patient; the patient was transferred to Gia Dinh People's Hospital for treatment. The General Investigation Team, District 1 Police and District 1 Health Department also grasped the information of the incident and were present at the facility.

When the inspection team asked Mr. LNKN to provide the professional qualifications and practice licenses of Mr. D. and the team that performed liposuction on the patient, Mr. LNKN could only provide the phone number. When calling, Mr. D. did not answer the phone.

Hair cutting and shampooing business but also performs nose jobs

The second case was recorded at the MIN Beauty Academy facility located at 50C, Street 385, Tang Nhon Phu A Ward, Thu Duc City, through a quick report from Thu Duc Regional General Hospital. A quick lookup of information on the application "Look up information on medical and pharmaceutical practice in Ho Chi Minh City" recorded that the above address has not been licensed by the Department of Health to operate medical examination and treatment. The Department of Health Inspectorate coordinated with the Thu Duc City Health Department and relevant agencies to inspect. At the time of inspection, it was noted that the facility was closed, there was no one inside, there was no sign outside, and inside the locked door was a sign "MIN beauty".

Through information review, at this address there is a Min Beauty Academy Business Household Certificate, business code: 41Y8000358 issued by the Department of Economics - Planning and Investment - Thu Duc City People's Committee to Ms. D.TTH; Business line "Hair cutting, hairdressing, hair washing, sauna services and similar health improvement services (except sports activities...)".

The patient said that through the Facebook page of the "MIN Beauty Academy" facility and an acquaintance's introduction, he learned about this facility. On October 21, 2024, about 3 hours before being admitted to the hospital, the patient went to the MIN Beauty Academy facility to have a rhinoplasty surgery performed by Ms. D.TTH. After being injected with anesthesia and having surgery, the patient had difficulty breathing and was transferred to Le Van Viet Hospital for emergency treatment, then transferred to Thu Duc Regional General Hospital. The Health Department Inspector invited the business owner to work, but Ms. D.TTH did not come to work as scheduled.
