Ho Chi Minh City: Correcting the situation of "paper brokers" at Public Administration Service Centers

Ho Chi Minh City People's Committee requests to inspect and rectify the situation of "paper brokers" at Public Administration Service Centers and One-Stop Shops.

The Ho Chi Minh City People's Committee has just issued a directive to the city's departments, branches and sectors; People's Committees of communes, wards and special zones on focusing on removing difficulties and obstacles in implementing administrative procedures and digital transformation in the first phase of operating the 2-level local government organization model.

Handling officers requesting documents outside of regulations

Accordingly, the Chairman of the City People's Committee assigned the Heads of the city's departments, branches and sectors; the Chairman of the Commune People's Committee to, based on the quantity and actual situation of receiving and handling administrative procedures at agencies and units, review and arrange adequate facilities and appropriate equipment to ensure efficiency, avoid waste, improve service quality and professionalism of the One-Stop Section and the Public Administration Service Center.

At the same time, organize the implementation of administrative procedures without administrative boundaries. Direct affiliated agencies and units to establish and register collection accounts to serve the payment of fees and charges in the implementation of administrative procedures and public services; to be completed in July 2025.

Inspect and rectify the occurrence of "paper brokers" at Public Administration Service Centers and One-Stop Shops; rectify and strictly handle cadres, civil servants and public employees who request additional administrative procedures and documents outside of regulations, especially the requirement to have a VNeID when submitting documents directly and the requirement to confirm or commit to the match between the new administrative area information and the old information according to the documents issued by state agencies.

Coordinate with relevant agencies to organize training, provide professional guidance, skills in receiving and handling administrative procedures for commune-level officials, especially newly decentralized administrative procedures, assigned authority, and administrative procedures with a large number of records.

Strengthen training, fostering and capacity building for staff, ensuring adequate conditions to effectively perform assigned tasks.

Improve the operational efficiency of "Community Digital Technology Teams", provide "hand-holding" and support to people at the grassroots level; increase the application of virtual assistants using artificial intelligence, communication, guidance, and support for people and businesses in performing administrative procedures and public services.

Coordinate with the Youth Union organization at the agency and locality to build a youth volunteer team and plan to implement propaganda, support and guide people and businesses to carry out administrative procedures at the One-Stop Department and Public Administration Service Centers at all levels.

Smooth administrative procedures

The Chairman of the Ho Chi Minh City People's Committee also assigned the City Digital Transformation Center to review, upgrade, and optimize the City's Administrative Procedure Information System to ensure stable and smooth operation 24/7; to be completed in July 2025.

Along with that, review and complete the configuration of electronic processes of administrative procedures; manage the internal framework process of receiving records regardless of administrative boundaries on the City's Administrative Procedures Information System.

Review and complete the migration and consolidation of data to the shared specialized information system after the merger; complete in August 2025.

The Office of the City People's Committee is assigned to preside over and coordinate with relevant agencies to research and advise on support policies for cadres, civil servants, public employees, workers and volunteers participating in propaganda work, supporting people and businesses in carrying out administrative procedures at the One-Stop Department and Administrative Service Centers at all levels.

Regularly inspect and summarize difficulties of agencies and units in the implementation process, report and advise the City People's Committee for direction.
