Accordingly, the newly issued decision has added underground space planning to the management regulations of the 1/2000 planning project of the existing 930ha central area of ​​Ho Chi Minh City. Along with that, the Ho Chi Minh City People's Committee also added regulations on underground space planning management with the 1/5000, 1/2000 subdivision projects, and 1/2000 detailed planning that have been approved in the area.

The addition of underground space planning management to the approved and still effective planning projects of the Ho Chi Minh City People's Committee aims to resolve the difficulties in granting construction permits for projects with basements in the past. Thereby, the authorities have allowed the addition of underground space for low-rise housing, individual housing, and at the same time allowed the construction of a maximum of 1 basement for parking and technical floors. If an individual house wants to build 2 or more basements, it must have a detailed plan or a master plan.

As for high-rise buildings such as apartments, service and public works and headquarters, construction works in export processing zones, industrial parks, high-tech zones... basements are allowed but must comply with construction regulations and standards.

Ho Chi Minh City has just officially removed obstacles related to basement construction.

The number of basements and their locations are specifically determined in the detailed planning project, construction permit drawings, basic designs, national technical standards on construction planning, specialized construction standards, architectural management regulations, urban design... In addition, underground construction must pay attention to ensuring standards, construction boundaries, construction permits, ensuring safety for the community, the project itself and neighboring projects...

Within 15 days, the City People's Committee requests the Department of Planning and Architecture and the People's Committees of Districts 1, 3, 4 and Binh Thanh to be responsible for publicly announcing the content of this adjustment and supplement according to regulations. During the implementation process, if there are any difficulties or problems or it is necessary to add more content on underground construction space planning to the regulations on management of zoning planning projects to suit actual conditions, the People's Committees of districts, towns and related units shall send their comments to the Department of Planning and Architecture for synthesis, reporting and proposing to the City People's Committee for consideration and decision.

Ho Chi Minh City People's Committee also assigned Thu Duc City People's Committee to study the underground construction space planning content of this decision, to consider the decision to implement the addition of underground construction space planning content to the approved management regulations (or need to establish new ones) according to the zoning planning projects at scale 1/5,000, scale 1/2,000, detailed construction planning at scale 1/2,000 that have been approved by competent authorities (still legally valid) in Thu Duc City, according to the authority prescribed in Resolution No. 98.
