The Ho Chi Minh City People's Committee has just issued a plan to implement the investment project to build metro line No. 2 (Ben Thanh - Tham Luong).
According to the approved plan, the work of reporting on the adjusted environmental impact assessment (EIA); monitoring report; final report on the feasibility study... will be carried out from October to December 2025.
The Ho Chi Minh City Urban Railway Management Board (MAUR) will carry out related work in November and December 2025; start construction of the entire route on January 15, 2026, and start construction from January 16, 2026.

The City People's Committee also agreed to apply the special regulations of Resolution No. 188/2025/QH15 without re-implementing the procedure for approving the investment policy of Metro Line 2 Project.
At the same time, approve the updating of the operating costs of the experts participating in the appraisal into the total investment of the Project. Assign the Urban Railway Management Board to organize the preparation and submit to the competent authority for appraisal and approval according to regulations.
To implement the Project as planned, the City People's Committee assigned relevant departments, branches, sectors and units to streamline the process and procedures for handling records, ensuring that the processing time is shortened to the maximum compared to current regulations.
Units must closely check and monitor the progress of file processing; consider responsibility for cases of delay and failure to ensure progress.
The Department of Construction is assigned as the standing agency to monitor and urge relevant agencies and units to implement the plan, summarize the implementation status every two weeks, and report to the City People's Committee on the implementation results.
By 2019, the Project's total investment was adjusted to 2.1 billion USD (nearly 47,900 billion VND), of which ODA loans accounted for 37,487 billion VND from 3 main sponsors: Asian Development Bank (ADB), German Reconstruction Bank (KfW) and European Investment Bank (EIB).
Due to difficulties in arranging finance for the project due to changes in loan conditions from international donors, Ho Chi Minh City has decided to switch to investment using budget capital.
