New movement on metro line 2 in Ho Chi Minh City

The Ho Chi Minh City Urban Railway Management Board (MAUR) has just approved the results of the contractor selection for the consulting package to prepare the adjusted feasibility study report, front-end engineering design (FEED) and bidding for the Metro Line 2 Construction Project (Ben Thanh - Tham Luong).

This is one of the priority and urgent packages, deciding the critical progress of the entire Metro Line 2 Project.

The designated contractor is the joint venture of Guangzhou Metro Design & Research Institute Co., Ltd. - Southern Transport Design Consulting Joint Stock Company - Marine Technical Port Design Consulting Joint Stock Company - ARTELIA SAS Company with a winning bid price of more than 175.4 billion VND.

The consulting consortium is responsible for preparing a feasibility report to adjust the Project to suit the current situation, including adding scale, updating technology, standards, and connecting to the City's railway network.

The consortium also acts as a bidding consultant to select construction contractors to ensure the project's commencement by the end of 2025 as planned by the City.

The contract performance period is 12 months.

The appointment of the consulting bid package for Metro Line 2 Project is carried out according to the special mechanism stipulated in Resolution No. 188/2025/QH15 of the National Assembly to shorten the time for procedures to soon start construction of railway projects.

Metro line No. 2 (Ben Thanh - Tham Luong), over 11 km long, was approved in 2010 with a total initial investment of 1.3 billion USD (equivalent to 26,000 billion VND).

By 2019, the Project's total investment was adjusted to 2.1 billion USD (nearly 47,900 billion VND), of which ODA loans accounted for 37,487 billion VND from 3 main sponsors: Asian Development Bank (ADB), German Reconstruction Bank (KfW) and European Investment Bank (EIB).

Due to difficulties in arranging finance for the project due to changes in loan conditions from international donors, Ho Chi Minh City has decided to switch to investment using budget capital.

According to plan, Ho Chi Minh City will start construction of metro line 2 at the end of 2025 because the project has a clean site for construction.
