The Office of the Ho Chi Minh City People's Committee has just sent a document to the Department of Construction, the Department of Finance and the Ho Chi Minh City Urban Railway Management Board (MAUR) conveying the opinion of Vice Chairman of the City People's Committee Bui Xuan Cuong on applying specific and special mechanisms according to Resolution 188 of the National Assembly to deploy metro line 2 (Ben Thanh - Tham Luong).
To start the project soon, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong assigned MAUR to proactively coordinate with the Department of Construction and the Department of Finance to urgently deploy contents related to specific mechanisms, implementation progress and orientation for selecting consultants and EPC contractors for the project.
In case of any content beyond their authority, the units must promptly report to the Ho Chi Minh City People's Committee for consideration and decision.

The Department of Construction is assigned to preside over and coordinate with relevant departments and branches to advise on project adjustments without having to adjust the investment policy.
At the same time, propose a plan to use FEED technical design instead of basic design and implement steps to prepare, evaluate bidding plans, estimates, and handle consulting contracts.
The Department of Finance is assigned to propose the allocation of city budget capital for the medium-term periods 2026-2030 and 2031-2035.
This Department is also assigned to work with ministries and branches to advise on organizing a working session between the City leaders and leaders of central agencies on agreeing to accelerate some contents on stopping ODA capital and preferential loans; adjusting the loan agreement with the German Reconstruction Bank (KfW).
According to plan, Ho Chi Minh City will start construction of metro line 2 at the end of this year because the project has a clean site for construction.
Metro Line No. 2 (Ben Thanh - Tham Luong) is over 11 km long and was approved in 2010 with an initial total investment of 1.3 billion USD (equivalent to 26,000 billion VND).
By 2019, the Project's total investment was adjusted to 2.1 billion USD (nearly 47,900 billion VND), of which ODA loans accounted for 37,487 billion VND from 3 main sponsors: Asian Development Bank (ADB), German Reconstruction Bank (KfW) and European Investment Bank (EIB).
Due to difficulties in arranging finance for the project due to changes in loan conditions from international donors, Ho Chi Minh City has decided to switch to investing with budget capital.
