Accordingly, the Ho Chi Minh City People's Committee assigned the Department of Transport to coordinate with relevant departments, branches, localities and units to review the road network, seaports, inland waterway ports, bus stations, railway stations... in the area; make a list of locations eligible for the construction and installation of charging stations for electric vehicles.
The City People's Committee requires that charging station locations must be consistent with the master plan or regional master plan, have parking spaces and appropriate traffic connection plans, and must be submitted to competent authorities for approval according to regulations.
In addition, the City People's Committee assigned the Department of Transport to coordinate with relevant departments and units to install electric charging stations within the land area reserved for roads according to regulations; develop plans to organize, manage and exploit charging station systems.
At the same time, coordinate with relevant agencies to review and summarize difficulties and problems, report and advise the Ho Chi Minh City People's Committee to direct according to authority or recommend competent authorities to guide implementation in the fourth quarter of 2024.

In addition to the Department of Transport, the Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Department of Industry and Trade to preside over the issuance of instructions according to its authority or advise competent authorities to issue regulations and instructions on design and specialized technical standards for charging stations and to connect the charging station system to the power grid. These contents must be reported to the City People's Committee before November 30.
The Department of Industry and Trade of Ho Chi Minh City is also assigned to ensure adequate supply of electricity and green energy for charging stations and filling stations established according to the list, responding promptly when these systems are installed and put into operation.
Units including the Department of Construction, Department of Transport, Department of Industry and Trade, and City Police are required to, based on their functions and tasks, proactively coordinate with relevant ministries and branches in reviewing, proposing amendments, supplements, and completing the system of legal documents on fire prevention and fighting safety for electrical traffic infrastructure works.
Previously, the Ho Chi Minh City Department of Transport sent a document to many units to get opinions on the proposal to develop a Resolution of the City People's Council to promulgate a conversion plan and support policies for converting public passenger transport vehicles to buses using electricity and green energy in the area.
According to the project, to meet the plan to convert vehicles to electric, the city needs to build at least 25 stations with 269 charging posts by 2030, in the context that the city is expected to have 3,317 buses, of which 528 will use CNG.
Of these, 17 stations are invested by the Ho Chi Minh City Public Transport Management Center; 8 stations are invested by Saigon Transport Mechanical Corporation - One Member Co., Ltd. (Samco). The total capital to build 25 charging stations is about 2,000 billion VND.
